    2. The Polish National Energy Conservation Agency 2 Mission and goals of KAPE S.A. Mission – to participate in preparation and implementation of principles of Polish sustainable energy policy Strategic goal – to play a leading national role in the energy service market. Preparation of the principles of sustainable energy policy, in co-operation with both Polish and foreign partners, and the implementation of these principles with respect to the European standards

    3. The Polish National Energy Conservation Agency 3 OUR STATUS Who are we? In October 2003 European Committee aknowledged KAPE S.A. with a status of a so called MANDATED BODY. The Polish National Energy Conservation Agency is the first institution, among all such institutions from new EU member countries, which was enrolled on a list of MANDATED BODIES. The status empowers to take part in twinning projects within PHARE, TACIS and CARDS programmes.

    4. The Polish National Energy Conservation Agency 4 OUR STATUS Who are we? In February 2005 The Polish National Energy Conservation Agency (KAPE) joined The European Energy Network. The EnR, being the association of 21 European organizations, carries responsibilities for planning and management in the fields of rational use of energy and renewable energies.

KAPE S.A. was established on 15th April 1994 after: Parliamentary resolution of 9th November 1990 concerning guidelines for energy policy of Poland until 2010 Decision of the Government of Republic of Poland no 21/92 of 19th May 1992 on creation of Energy Conservation Agency We are an organisation of public service character, an organisation which is not focused on maximing income Our shareholders include: Treasury of State (51,61%) National Economy Bank (16,13%) Industrial Development Agency (16,13%) National Fund for Environmental Protection and Water Management (16,13%)

The Polish National Energy Conservation Agency 7 Fields of activity KAPE activities include realisation of projects, consultancy, training and issuing experts’ opinions in the following areas: Sustainable development in buildings: ?Thermomodernistation of buildings and heating stations; ?District heating systems; ?Energy monitoring and management systems in buildings. Sustainable energy policy: ?Sustainable energy policy instruments; ?Renewable energy sources; ?Dispersed combined electricity and heat generation; ?Energy saving transport.

The Polish National Energy Conservation Agency 8 Fields of activity Environmental protection issues connected to energy processes: ?Impact of energy processes on the environment; ?Implementation of Kyoto Protocol mechanisms; ?Best energy-saving technologies. Municipal policy in the area of sustainable development and energy planning Promotional campaigns aimed at a better social understanding of sustainable energy policy Financing small energy investments in the field of energy conservation and renewable energy sources

We organise national and international conferences, seminars and workshops in the field of: Liberalisation of energy market in Poland Financing energy efficiency projects Thermomodernisation in the communal sector Financing energy – saving investments in the communal sector and industry by the third party Trade system of greenhouse gases emission Energy planning in municipalities Dispersed co-generation and micro co-generation Adjustment of Polish law to the EU standards in the area of RES and energy efficiency

KAPE S.A.: Prepares and implements projects under international programmes Manages international programmes in the field of energy in which Poland participates (e.g. SAVE, ALTENER) Base on inter-governmental agreements prepares and implements large bilateral programmes

We prepare guide books, educational, promotional and training materials Manage Energy Audits Secretariat and Energy Planning Secretariat Verify energy audits for National Economy Bank Prepare investment financing mechanisms in the field of energy efficiency and renewable energy sources Identify investments in the field of energy conservation and renewable energy sources

The Polish National Energy Conservation Agency 16 Our experience We took part in preparation of “The principles of heat, electricity and gaseous fuel supply plans” for the following municipalities: ? Bytów ? Myszków ? Grójec ? Legionowo ? Bialogard For heat – generating plants we worked out the system enabling quick analysis of their functioning through comparison with other similar plants (so called benchmarking) For the National Economy Bank we verified several hundred of project proposals concerning modernisation of houses, public service buildings (schools, hospitals), local boiler houses and heat networks.
