Labour Progress Report FET’s • MAPPP-SETA hosted an FET workshop to sensitize them to the registered learnerships and skills programmes • FET’s supported through Discretionary Grants disbursements • Several FET’s currently registered learnerships and skills programmes and we intend launching level 4 qualifications • Via the Umalusi cooperative agreement, we are implementing learnerships in partnership with Kathu FET(NC) and PE FET(EC) • In the process of finalising negotiations with Boland College (WC) as well as KZN Provincial Department of Education which involves 9 FET Colleges • In the process of awarding discretionary grants to: SETA Report to Select Committee on Labour and Public Enterprises

Labour Future Plans • R15,000 incentive for employers recruiting learners with disability • Implementation of the Disability Integration Strategy • Research commissioned to establish the placement of disabled learners after completion of training • In partnership with the Department of Arts and Culture in support of the EPWP: 2500 learners recruited and placed • Commitment to advertise through local community media constituents in partnership with Top 300 Companies • SMME development and Broad-based Black Economic Empowerment • Support the skills development needs of the non-levy paying members • Aggressive drive to participate on the PSDFS and PGDS Forums SETA Report to Select Committee on Labour and Public Enterprises

Labour Future Plans cont…. • Broadcast Engineering learnership: implement in partnership with the National Association of Broadcasters [NAB], (to address the critical and scarce skills for the upcoming 2010 FIFA Soccer World Cup ) • Live Events and Technical Production Services Learnership (to create provincial access to Live Soccer World Cup broadcasts in rural areas [without TV’s) • Craft Production learnership (to build manufacturing capacity for the supply of corporate gifts and World Cup souvenirs) • Performing Arts Learnership (to enable learners to participate in the opening ceremonies of the FIFA Soccer World Cup matches) • Increase of Apprenticeship intakes in the printing and packaging sectors (in anticipation of printed and packaged products to be demanded in 2010) SETA Report to Select Committee on Labour and Public Enterprises

Labour Future Plans cont… • Utilise Journalism learnership to increase the capacity of news delivery in local community media platforms • Linkages with provincial economic growth strategies (KZN, GP, WC) for the printing, packaging, film, arts and culture sectors • Develop and review current qualifications and learnerships across all sectors • Focus on improving WSP submissions • Marketing drive to ensure levy from government departments will be received; already in discussion with GCIS, Department of Arts and Culture (KZN) and national; Government Printers SETA Report to Select Committee on Labour and Public Enterprises

Labour Challenges • Aggressive drive to participate on the PSDFS and PGDS Forums • Cooperation with CHE remains a constant challenge for this SETA as well as the contribution of levies by national and provincial departments • Lack of coordination within the provinces which hampers the performance of the SETA SETA Report to Select Committee on Labour and Public Enterprises
