  3. Mission • Relieve “stress” on the active duty force • Reduce dependency on Contractor support • Provide opportunities for DoD civilians to contribute talents

  4. History and Background • Staffing DoD global expeditionary requirements is one of our highest national priorities. • DoD civilian employee volunteers are needed for short term assignments to support this national priority. • Since October 2008, HRSCSE has played a vital role in “vetting” all DON applicants who wish to participate in this initiative. • To date, 215 resumes has been processed by HRSCSE. • 38 currently deployed • 21 have completed a 6-12 month deployment

Command Financial Responsibilities • Funding concerns not a reason to limit support of expeditionary requirements • Civilians deployed to Iraq or Afghanistan are eligible for Overseas Contingency Operations (OCO) funds: • Danger Pay • Post Differential • Premium Pay • Transportation • Training • Other Allowances • Equipment and other related deployment requirements • OCO funds may be used to temporarily gap fill position

Command Financial Responsibilities • Working Capital Fund (WCF) activities • Deployment not part of customer requirement • Appropriate costs charged to the operating fund of the Principal Administrating Office (PAO) of the WCF activity • Non-Appropriated Fund (NAF) activities • Similar process as WCF

Command Administrative Responsibilities • Preparation of travel orders, passport, medical/legal assistance, etc., done at the Command • Performance • Under direction and control of Theater on-site Supervisor • GS - No change • NSPS • Home stations and Theater Supervisor will coordinate development and assessment of objectives • Employee is responsible for coordinating approval/signature of in-Theater objectives • Theater assessment will be incorporated into final assessment and rating • Weighted objective based on duration

Application & Approval Process • DoD CEW opportunities are posted atwww.cpms.osd.mil/expeditionary • Readiness Unit: • Receives, reviews and matches names with positions assignments • Upon notification of Command support forwards resume to Theater POC for acceptance • Prepares official DoD job offer letter • HRSCSE: • Secondary qualifications review as well as suitability and eligibility determinations • Interviews Applicant and Supervisor in an effort to gain Command support • If Command expresses non-concurrence, written justifications must be submitted to HRSCSE within 10 business days • Notifies Readiness Unit to forward resume to Theater • If approved, forwards DoD Offer letter and deployment package • Works with “deployee” and Command to prepare for deployment.

Deployment and Return • Deployed via TDY for normally 12 months • TCS an option if deployed beyond 12 months (at command discretion) • Remains on rolls of Command • Documented as Temporary Reassignment NTE 1 Year • Supervisor communication through out deployment • Health and Well Being • Time and Attendance • Performance • Granted right to return to the position held prior to deployment or similar position

  12. Benefits and Entitlements • Rest and Recuperation Travel • Eligible for up to three (3) R&R trips within 12 month service period • If assigned at least 6 months (<12 months) 1 R&R trip authorized • Individual R&R trip should not exceed 21 calendar days away from official duty station (including travel time)

Benefits and Entitlements • Pay Entitlements • Retain current pay (including locality) • Post Differential • Danger Pay • Overtime • All taxable • Biweekly/Annual Pay Cap Waivers • Other Pay • Bonus Incentive/Cash Awards • Not reimbursable through Overseas Contingency Operations (OCO) funds • Recruitment, Retention and Relocation Bonuses not applicable under TDY

  14. Additional Amenities and Coverage • DoD provides Housing and Meals • Medical Care • Postal, Commissary and Post Exchange privileges • Morale, Welfare, and Recreation Services • Limited Legal Services • Tax Filing Assistance • Email • Laundry • Federal Employee Compensation Act (FECA)/ Workers Compensation

  15. Post Deployment • Return via CONUS Readiness Center (CRC) • Turn in Equipment • Health Assessment • Awards and Medals • Global War on Terrorism (GWOT-C) • Direct Support Service • Defense of Freedom Medal • Killed or Wounded by Hostile Action
