THE INTERNATIONAL CENTRE FOR PROMOTION OF ENTERPRISES (ICPE) • 1974Established in Ljubljana, SLOVENIA as a Yugoslav R&T&C institution for promoting cooperation with developing countries (DC) in the field of PUBLIC ENTERPRISE PARTICI-PATIVEMANAGEMENT (WORKERS' PARTICIPATION/SELF-MANAGEMENT) and TECHNICAL COOPERATION. Supported by UNDP, Government of the Netherlands, SIDA, Sweden. • 1976On the proposal of cooperating DCs, the Government of Yugoslavia agreed the Center to be transformed into an intergovernmental institution with the same mandate and governed by member countries, having its own governing organs: Assembly, Council and Executive Director. Host country: FSR Yugoslavia • Postgraduate studies for Master of Business Administration (MBA) launched in cooperation with Faculty of Economics, University of Ljubljana.

ICPE PRIORITY R&T PROJECTSRELATED TO SDM • 1995-96 Ljubljana, 22- International Expert Group Meeting on ICAM in the Mediterranean and Adriatic. 23 Nov 1995 in cooperation with UNESCO, IOI and ICPE. Proceedings published in the ICPE Journal Pubic Enterprise, Vol. 15, Nos 1-4 • UNESCO sponsored educational youth programme for pupils of primary and secondary schools in the coastal municipalities of Slovenia. Executed on school-year basis by the Science and Research Center, Koper in cooperation with ICPE and International Ocean Institute, Malta. Title: Introduction of Children in Science and Technology. • 1998PHARE PROJECT Slovenia Coastal Zone Management. Izola-Portorož, 20 Jan - 11 Feb 1998. A seminar for senior officials of the Municipalities of Koper, Izola, Piran • - INTEGRATED COASTAL AREA MANAGEMENT FOR SUSTAINABLE DEVELOPMENT, Journal Public Enterprise 16, Nos 3-4 • 1999A specialised Module on SustainableDevelopmentManagement was included into the MBA postgraduate studies.

MODULE: SUSTAINABLE DEVELOPMENT MANAGEMENT (SDM) • Subjects: • Integrated Coastal Area Management for SD (ICAM/SD) • Biodiversity and Environmental Health • New Materials & Clean Technology • Global and Local Aspects of SD MBA Awards in SDM: 1999-2000: 10 2000-2001: 6 2001-2002: 9 2002-2003: 6 2003-2004: 8 ----- - from 17 countries; 17 from Slovenia

ICPE MBA PROGRAMMEPrimary goals of the module on Sustainable Development and Management (SDM) • to acquaint students with the principle of sustainable development (SD) and its implementation through integrated management and a harmonious, mutually accountable activity of the major social actors engaged in efforts to fulfil the needs of the present generation without endangering the possibility of future generations to satisfy their own needs; • using ICPE’s long-term experience in participative enterprise management / local self-government to promote development of integrated coastal area management / co-management through harmonized activity of the major social actors in environment protection and development (= SD); • to contribute effectively to the implementation of economic, social, ecological, spatial, institutional, cultural and ethical goals of the SD. • Start: in academic year 1999/2000.

SUBJECT: INTEGRATED COASTAL AREA MANAGEMENTFOR SUSTAINABLE DEVELOPMENT (ICAM/SD) • Objectives: • to equip MBA students with basic knowledge on Integrated Coastal Area Management, focussing on the Adriatic-Mediterranean Basin, and basic knowledge on Ocean Governance; • to study ways and means of practical implementation by knowledge transfer for promoting the process of sustainable development (SD) in the coastal area as integral part of the national SD strategy; • to contribute to the international scientific/technological North-South and East-West sustainable development cooperation by implementing the goals of the Agenda 21.

ICPE PRIORITY R&T PROJECTSRELATED TO ICAM • 2002Sustainable Development / Regional Development and Planning / Spatial Planning • - Strategy of the spatial development of Slovenian Istria, 2000-2002 • - Strategy of the spatial development of the Soča river and region, 1999-2002 • Piran, A Green Coastal Community in the Northern Adriatic, a case study in cooperation with a local study team of experts. • Establishment of the International Ocean Institute Operational Centre, Slovenia, hosted by the National Institute of Biology (Marine Biological Station Piran) – capacity building • 2004 Neum, A Coastal Community in the Central Adriatic, Republic of B & H, a case study; in cooperation with Marine Biological Station, IOI OC Slovenia, Piran & University of Sarajevo, B & H (in preparation)

  9. SUGESTIONS • - Strengthening of the Euro-Mediterranean partnership and cooperation of EU with overseas developing countries • - Explore the possibilities of possible cooperation between ELOISE cluster and the ICPE MBA programme, especially in the field of integrated coastal area management (ICAM SD)
