  4. Economic Development • Focus on Agriculture and Tourism for jobs • Simplify business regulation and processes • Reduce barriers to entry (e.g. inter-island shipping) • Enact/revisit critical laws • Improve infrastructure including in Mindanao, especially power • Pass Fiscal Incentives Bill

  5. Human Development and Poverty Reduction • Expand and improve flagship programs on health, education, livelihoods, and social protection • Conduct impact evaluations of flagship programs • Integrate the programs and converge at all levels • Focus on disadvantaged groups, e.g. out-of-school youth, indigenous peoples, and Persons with disabilities (PWD) • Strengthen PPPs to address skills mismatch

  6. Justice and Peace • Restore trust in the justice system • Reduce case backlogs • Support community-based traditional systems of justice • Support Shari’a justice system

  7. Climate Change Adaptation and Mitigation • Fast track vulnerability and risks assessment • Continue to improve disaster risk management • Mindanao: Adopt “Reef to ridge” approach

  8. Governance and Anti-Corruption • Build and strengthen constituencies for reform • Strengthen monitoring and evaluation mechanisms (e.g. PFM and PMS) • Focus on governance reform in Mindanao
