Treasurer’s Report6 Year Change In Reserves • Change from $32,102 to $16,808 As Of December 2006 ($15,294) • Drawdown relates to planned capital improvements: • Landscape improvement plan • Rear entrance improvements • Front entrance brick repair • 2002-2003 Balance sheet issue during transition from Ghertner to Westwood (double counted checking account transfer as an asset)

  15. Overview • The Association has been charged with the responsibility of maintaining the aesthetic and architectural character of Highland View. To provide a uniform set of rules, the Architectural Committee Guidelines were created.

  16. Overview (Continued) • Any owner desiring to make ANYexterior change, improvement or addition (including any change in color) must obtain approval for the change

  17. Architectural Committee Task • Review applications for: • 1. The harmony of external design and location in relation to surrounding homes in the community. • 2. The recognition of future maintenance problems or expenditures the installation might cause the Association. • 3. Adherence to the guidelines established in the Declaration of Covenants, Conditions, and Restrictions dated May 9, 1989.

The Process For The Homeowner • Review the guidelines at http://www.highlandviewhomeowners.org/architectural_guidelines.htm • Obtain the Application From the Website or the Management Company • Fill the form out and submit with drawings or photos of plans by email or postal service to Management Company

  19. The Committee’s Process • Receive the applications electronically and by mail. • Review the application and provide email feedback to the Chair. • Discuss as needed amongst members. • Committee given 30 days to provide an answer, but recently turnaround time is usually less than 2 weeks.

  20. The Committee’s Process (Continued) • We have no desire to be nasty, critical , or obstructive. • But our job is to try to interpret and uphold the guidelines and modify them as needed. • At times this can lead to conflict. Sorry.

  24. So Why Join The Committee? • Take an active role in your neighborhood’s appearance-Hard to complain if you don’t participate! • Most of the work is done electronically. • Occasionally get to visit your neighbors. • It would be great to have a representative from each cul-de-sac and street.

  35. 2007 – New Business • Grounds Issues (from Grounds Chairman): • Landscaping contract. Competitive bids, renewal terms, financial and otherwise (i.e. items needing attention) • Completion of back entrance landscaping • Cul de sacs maintenance (i.e. Highland Road cul de sac and Roan Tree) and options consideration • Trimming overall to reduce over-grown look. • Role of Grounds, Rohling Lawncare and Out-on-a-Limb. • Front entrance. Planting of some new trees and additional flowers/more vibrant color.

  36. 2007 – New Business (Continued) • Hospitality: • New neighbor and baby gifts • Shared parties with Waterford • New committee members to help Carol Horan: Karen Hoyt, Melissa Collins, Angie Liske, Sandra Kane and Annette Hutchinson • Trail • Ongoing maintenance • Projects for 2007: • Tree identification signs to identify different types of trees on trail • Discussion of Stone Entrance at head of trail next to pool • Increase volunteerism
