Council Guidelines • $3 million appropriation from state bonds to Council for grants to cities for public infrastructure I&I mitigation • Eligible if on any excessive I&I list and committed to I&I mitigation work • Only construction costs qualify • Requires timeline for project completion • Must meet state requirements • Competitive allocation process: reimbursement of eligible costs, up to 50% 1

Situation • Problem • Minnesota Management & Budget (MMB) required filing of real estate declarations in legal documents • I&I projects may have impact on hundreds of properties • Solution • MMB issues revised order allowing waivers from filing declarations when filing would be onerous and property(ies) is/are unlikely to be sold 2

  4. Local Government Requirements • Formally aknowledge that property or rights are “state bond financed property” • Subject to M.S. 16A.645 and commissioner’s order • Commissioner must consent to sale • State money returned if sold or abandoned 3

  5. Revised Calendar, tent. • Sept. Blanket waiver received from MMB • Sept./Oct. Final program guidelines sent to cities with application and grant agreement • Nov. 15 Grant proposals due from cities • Dec. 1 Cities notified of initial grant allocation • Through Dec. 15 Cities’ withdrawal opportunity • Jan. 20, 2011 Grant agreements distributed and cities notified of final grant allocations • July 1, 2010 First date of eligible expenditures 4
