  3. March 24, 2003 Meeting Workshop to Develop Ideas for: “Integration of Commissioning into DOE Super ESPC Program”

  4. March 24, 2003 Meeting Note on Workshop Intent: Workshop was originally designed to get a “feeling” of where and how commissioning was being used and determine the current level of understanding of all participants.

March 24, 2003 Meeting Summaries • Design Intent/Project Intent - Fits in Where? • Do in Phase 1 • Develop and continuously refine through contract award • Involve ESCO, Agency, Users • Should include objectives, strategies, metrics,define industrial standards • Ended up from Phase 1 through Mid Phase 4

March 24, 2003 Meeting Summaries • Commissioning Plan • Draft in Initial phase (Phase 2) • Develop in design phase (Phase 2-3) • Developed by ESCO, with lots of Agency input/feedback (complete by Phase 4) • Need Roles and Responsibilities • Some discussion of giving option to select: • No Cx, moderate Cx, detailed Cx

March 24, 2003 Meeting Summaries • Design Checklists • Prior to design (outline to work from) • Do when developing Cx Plan (Phase 2) • Need Roles and Responsibilities Comment: This is not well understood, nor the use and purpose of checklist for design activities, however, this is important to successful CxProcess. Perception of too much paperwork!

March 24, 2003 Meeting Summaries • Basis of Design • Begin at start of detailed energy survey (Phase 3 to mid Phase 4) • Draft with final proposal • Include decisions made/approach • Assumptions and calculations • Choices and alternatives • Operations and maintenance • Need Roles and Responsibility Matrix

  9. March 24, 2003 Meeting • Results • Participants are concerned with slowing down the project. • Cx appears to duplicate M&V • ESCO’s are currently doing Cx • Need more information on how Cx enhances the project versus what we are currently doing

  10. Work in Progress • Ongoing Monthly Phone Conference, April 28 • Meeting with Farnsworth Group in Denver, April 17 • Develop material for presentation at this meeting • Planned meeting with ESCOs and FWG • Drafting a working document for “Implementation of Super ESPC Cx Process”

  11. Discussion and Comments • Plan to have a very useful working sessions tomorrow from 12:00 to 3:00

  12. Next • Presentation on the first rough cut at drafting the “Super ESPC Cx Process” document on approach, scope and benefits.
