  2. Introduction • In Wales, the NHS employs over a million staff - making it Wales's biggest employer • Department for Health spent £122bn across the UK in 2008/09 • The 2010/11 budget for the NHS is Wales is £6.17bn

Devolution Wales has control over its own health service The Department of Health (DH) in London keeps control of a few aspects Strategic decisions about health are made by the National Assembly for WalesThe assembly has more legislative powers as a result of the Government of Wales Act 2006 which allows it to make 'Assembly Measures' - essentially create its own lawsPlanning, securing and delivering services is left to local health boards and local authoritiesThe assembly is advised by the DH and Social Services and Department for Public Health and Health Professions

Welsh Assembly Edwina Hart is Minister for Health and Social Services Her responsibilities are: • setting health resource levels from within the Welsh budget • monitoring and responding to the health of the nation • promoting good practice in health services and holding health organisations to account • canvassing and acting upon the views of staff, carers and patients • staffing NHS Wales

Primary care Seven local health boards (LHBs) provide primary care • LHBs aim to: • improve the health of local people • develop primary and community health services • commission hospitals services • commission services from GPs, pharmacists and optometrists who work for the NHS as independent contractors

  9. Secondary care • Patients are either referred by a GP or they present themselves for emergency treatment • Types of secondary care services: • district general hospitals • medium-sized hospitals • specialist tertiary centres • community hospitals

  11. Boards and management • Boards of the seven LHBs are corporately responsible for the proper running of the organisation • Each of the seven LHB boards has 20 members • Each board consists of a chair and vice-chair

  12. Commissioning clinical services • LHBs commission the majority of hospital and community health services • Some services are not available in every hospital in Wales for example: • renal • paediatric intensive care services • specialist cancer • cleft lip and palate

Community health councils Community health councils (CHCs)were reduced from 19 to six in April 2010 CHCs look at health services from the patient's point of viewThe Welsh Assembly takes advice from the Association of Community Health CouncilsThey work to enhance and improve the quality of the health service in the locality

  14. Quality • These are the bodies and frameworks that control quality in the Welsh health service: • Healthcare Inspectorate Wales • Care Quality Commission • NICE • Healthcare standards for Wales

  17. Primary care contracts • There are three types of primary care contracts used in Wales: • general medical services (GMS) • local health board medical services (LHBMS) • alternative provider medical services (APMS)
