  2. Step 1: Identify and describe clearly the facts. • Who • What • Where • When • Why • How

  3. Step 2: Define the conflict or dilemma and identify the higher values involved. • Highest Values • Ethical, Social, and political issues • Freedom, privacy, protection of property, and free enterprise.

  4. Step 3: Identify the Stakeholders • Every ethical, social, and political issue has stakeholders: • Players in the game who have interest in the outcome, who have invested in the situation, and who usually have vocal opinions • Need to find out who these groups are and find out what they want.

  5. Step 4: Identify the options that you can reasonably take. • You may find that none of the options satisfy all the interests involved, but some options do a better ob than others. • “BALANCING”

  6. Step 5: Identify the potential consequences of your options. • Always ask yourself “ What if I choose this option consistently over time?”
