  1. INTAKE 101 Who’s on First? Who's on first video

  2. The Game Where do I begin? Who are the parties on the case? Is this a post order change of physical care (POCPC)? Is this a caretaker relative case? change of payee?

  3. Who’s on First • What county is responsible for what??? • Is this an intake case? • Do you need to establish? • Is this an add–a-child? • Can we close one of the cases?

  4. What’s on Second? That’s what I’m trying to find out! Enforcing County Rule – Volume 6.205, the order stays with the original county or earliest county until it closes, enforcing county will modify as needed and do all work necessary.

  5. What’s on Second? That’s what I’m trying to find out! • Dueling Applications • Two parent Households: Colorado Works – Volume 3.604,2,H,3 – Individuals in the assistance unit must participate in work activities and make a plan. CSS State Policy dictates that this constitutes a referral on the other parent. New SSSPA requires both parents to sign so non-cooperation from parent should not be an issue. • Two separate Households receiving benefits: Per Federal directive, all based on assignment of rights. If there is an order for child, child’s needs are met. The paying parent has nothing to assign to the state. Therefore, there is nothing to enforce based on F.C.R. 303.11(b)(1). Closure Code H, * problem log needed. New unenforceable code coming soon.

  6. What’s on Second? Dueling Applications • Who is covered? TANF, CCCAP, split custody • Why do I need this? • How does this affect Pass Through? • New procedure – Please review and comment

  7. Draw the picture • Is this a change of custody, simple vanilla POCPC? • Are there multiple counties involved? Who is enforcing county? • Are the children now with the caretaker relative? • Are there ‘Dueling Applications’? What’s on Second? Draw a Picture

  8. What’s on Second? Real Case Example • Child placed with grandma in DNN. • Mother of child in same household • EBD said that CSS should get an order against bio mom as long as there was another adult in the household that exercises parental responsibility for the child who is receiving a grant. • Should county move forward with establishment of a court order against mom?

  9. What’s on Second? Real Case Example - Solution • No, there is nothing to establish. The mom on the case is in the home – no absence. • Should order be established against bio dad? • Should you take advice on Child Support from other program?

  10. What’s on Second? Real Case Example Grandma on TANF in Delta County for three children Children have same mom, three different bio dads Two of the dads have court orders, being enforced by Douglas County. Father is to pay mother. Third child does not have an order established. Who is enforcing? What does Douglas County need to do? What does Delta County need to do?

  11. What’s on Second? Case Example Solution Enforcing county is ? What orders are they responsible? What needs to be done? What does Delta County do? What issues could come up that the two counties need to work out?

  12. IDON’TKNOW’S On Third What About Intergovernmental?

  13. IDON’TKNOW’S On Third Intergovernmental – What?? Check FCR query – state services portal.. This checks all state’s cases. Whether it is TANF or non. (ALL CASES) There is a case open in another state, reach out to that state in quick to see what is going on in their state.

  14. IDON’TKNOW’S On Third ‘other state’s order’ Do I register the other state’s order? County Decision Does registration of the other’s state’s order make it a Colorado order? NO!! Follow the original order. This affects a lot! Stop, Drop and Roll

  15. IDON’TKNOW’S On Third What Else is New? • Changes to the SSA procedures – SSI closure • Changes to the SSA Desk Aid • No more diligent search needed in SSI cases • Chronology – can we talk?

  16. IDON’TKNOW’S On Third New CSS-6 Old CSE-6 Application What has changed? What’s been added to the application? When can I begin using the new form?
