  5. Researchtools

  6. Latest research highlights I: Transitions report • Joint report with UNI Europa: “The role of Temporary Agency Work and Labour Market Transitions in Europe” • By Wilke, Maack and Partner in 2012, with facts and figures showing the positive contribution of the industry to foster labour market transitions • Copy of executive summary In your conference folder • Key Findings • Confirms stepping stone function of Agency work, from unemployed to employed, and from temporary to permanent • Agency Work is an important entry channel for young people into the labour market • High share of “target groups” in agency work

  7. Latest research highlights II: OECD EPL • For the first time the OECD has looked at TAW as a category on its own in its Employment Outlook; specific employment protection legislation (EPL) indicators were developed for TAW • The index shows that the use of TAW is more strictly regulated then that of fixed-term contracts: • on average the index is 2.51 for temporary agency work, while it only scores 1.65 for fixed-term contracts. • Countries with the highest level of legislation rigidity on temporary agency work include Turkey (5.8), South Korea (4.4), Belgium (3.9), Poland and Luxembourg (3.8) • The regulatory rigidity for temporary agency work has led to the growth of fixed-term contracts, which contribute to labour market dualism

  9. Latest research highlights III: Adapting to Change • Full title: “Adapting to Change. How private employment services facilitate adaptation to change, better labour markets and decent work” • Executed by BCG, published in 2012. Key messages: • The world is undergoing fundamental structural shifts: • Globalization, Volatility, Demographic evolution, Sectoral shifts, New attitudes to work • This brings a new set of challenges to the labour market: • Persistent high level of unemployment, Stronger segmentation of the labour market, Increasing mismatch between supply and demand of skills, Unpredictability and lack of visibility, New forms of labour contractual arrangements not well regulated nor organised • The role of labour market intermediaries to enable change is crucial, private employment services industry offers solutions to these challenges
