Career & College Promise CTE Summer Conference July 25, 2013
A Quick CCP Review • Career & College Promise includes three pathways: • College Transfer, • Career and Technical Education, and • Cooperative Innovative High Schools (early college, middle college, etc.)
CCP Eligibility Review • College Transfer Pathway • High school junior or senior • Weighted 3.0 grade point average • Demonstrate college readiness on an assessment/placement test OR • Meet provisional eligibility criteria • 3.5 GPA; 2 yrs HS English and Algebra II with a C or better; written permission from HS principal and CC president; limited to math and ELA courses until college readiness is established by earning a C or better in those courses
CCP Eligibility Review • Career & Technical Education Pathway • High school junior or senior • Weighted 3.0 grade point average, OR • Recommendation of the high school principal • Must meet all prerequisites of the chosen career pathway
CCP Eligibility Review • Students must maintain eligibility to continue in CCP • Continue making progress toward high school graduation • Maintain a 2.0 GPA for college coursework • GPA requirement effective with the second college course • Principals can revoke eligibility at any time
Why Promote/Use CCP?* • High school students who take college courses are more likely to attend and graduate from college • High school students who completed a college course before graduation were 50% more likely to earn a college degree w/in 6 years than those who did not • These findings held true for all racial groups and for students from low-income households * Source: NC New Schools
Why Promote/Use CCP? • Help change the school culture through increased rigor and relevance • Engage students and raise their level of commitment to their postsecondary goals • Greater alignment between high school and postsecondary course expectations • Reduce the length of time to finance and earn a college degree
CCP Update Overview • SBCC changes • Innovative High School application • Dual credit • Course substitutions • Course weighting and the Comprehensive Articulation Agreement
Career & College Promise Update • Changes made by the State Board of Community Colleges at July 19, 2013 meeting • CTE Pathway rules • Benchmark scores for eligibility (CT)
CTE Program Changes • Re-authorized enrollment of students into two CTE programs of study; previously allowed only one • CFNC application currently accommodates only one; NCDPI has requested an update to this functionality • Addition of a second CTE program of study must be recorded manually until CFNC can update the application • Students can still enroll in one CT and one CTE program of study, but not two CT programs of study
Eligibility Benchmark Changes • College Transfer program of study applicants must meet minimum college readiness benchmarks in English, reading, and math • PSAT benchmark scores have been revised by The College Board; Community College Board approved use of these revised scores
College Transfer Benchmarks * Prior benchmarks were 49 (English), 50 (reading), and 50 (math).
Innovative High Schools • Joint Advisory Committee has updated the CIHS application for 2013-14 • Application is available now at http://www.ncpublicschools.org/academicservices/cihs/ • Applications are due November 1, 2013to accommodate legislative requirements for budgeting • Location waiver, if needed, is included with the application as Appendix D
Dual Credit Reminder • “Dual credit” means HS credit for college courses • SBE approved dual credit based on CCP pathways • Principals are not limited to only those courses • Dual credit decisions should always be made based upon course content • Does college course approximate or extend high school content standards?
CCP Course Substitutions • Students are allowed to substitute courses in pathways, for example English literature • Requires Community College partner to agree and document reason for substitution • Allows students to take advantage of dual credit opportunities or take courses that make sense based on their plans
Course Weighting and CAA • Honors credit for college courses at the 100 or 200 level and on the CAA • Counselors and CDCs need to proactively advise students about this – CCP might not be the best option for all students • DPI and Community College CAOs agree on need to change, but UNC system must agree as well. UNC is considering a change • CAA is currently being revised; due date is unknown
