  1. Preparation of PAR and 5 Criterion addressing Japan’s 4.9-5GHz bandsPeter Ecclesine, Cisco Systemswith much assistance from Kazuhiro Okanoue, NEC

  2. Background For Motions • Japan’s Ministry of Public Management, Home Affairs, Posts and Telecommunications (MPHPT) • http://www.soumu.go.jp/english/index.html • Recent activity • Held Public Enquiry about additional License Exempt spectrum in 4.9GHz band: • 5MHz or 10MHz channels in 4.900-4.950GHz • 20MHz channels centered at 4.920, 4.940, 4.960 and 4.980 GHz • And in low 5GHz (5.03-5.091GHz) band: • 5MHz or 10MHz channels in 5.030-5.060GHz • 20MHz channels centered at 5.040, 5.060 and 5.080GHz • Considering experimental operation in low 5GHz this year • Issues for 802.11: • 2.5MHz channelization authorised for 5MHz and 10MHz channels • IBSS prohibited in these bands • APs must respect 4msec rules on transmission and detecting other APs

  3. 5GHz band status in Japan Next slide http://www.soumu.go.jp/joho_tsusin/eng/Releases/Telecommunications/news020611_2.html

  4. Announcement in Japanese Web page A) B) C) D) E) http://www.soumu.go.jp/s-news/2002/020611_3.html#01

  5. Summary of the Japanese Announcement Page • Date & Originator: • Title: Public comments invited on the draft of a new announcement and the proposed partial amendments of the announcement on 5GHz-wireless access system • Ministry of Public Management, Home Affairs, Posts and Telecommunication proposes some regulation changes to introduce 5GHz wireless access systems as the attached (http://www.soumu.go.jp/s-news/2002/020611_3.html#01). Please comment for them. • Summary of the changes is described in http://www.soumu.go.jp/s-news/2002/020611_3.html#01. • How to comment: Comment until 17:00 on 9 July, 2002 in Japanese.

  6. Summary of the changes • Wireless LANs have been regulated in 2.4GHz, 22/26/38GHz and 5.2GHz (for in-door use only). It is strongly expected for 5GHz band wireless access systems to be available for out-door usages. The object is to change related regulations to support the out-door 5GHz wireless access in 4900-5000 and 5030-5091 MHz. http://www.soumu.go.jp/s-news/2002/020611_3.html#01

  8. The Attachment (including Japanese title)

  9. Channel allocation plan for 4.9-5.0GHz

  10. Channel alloc. plan for 5.03-5.091GHz

  11. Summary • Small changes to 802.11, .11a and .11d to meet Japan’s proposed regulatory requirements for low-band 4.9-5GHz operation • PAR/5 Criterion preparation does not appear to warrant formation of a Study Group, but should developed to be submitted to the 802 exec before November 802 Plenary.

  12. The WNG Motion Move to draft a PAR and Five Criteria to extend 802.11, 802.11a and 802.11d to the Japanese 4.9GHz-5GHz bands in the next ninty days

  13. The WG Motion Move to empower WNG to draft a PAR and Five Criteria to extend 802.11, 802.11a and 802.11d to the Japanese 4.9GHz-5GHz bands, and after a Working Group confirming vote in the September 802.11 interim meeting, empower the Working Group to forward them for approval at the November 2002 IEEE 802 Plenary
