  12. CONCLUSION • PRODUCE A STRATEGIC FRAMEWORK FOR MEANINGFUL CIVIL SOCIETY PARTICPATION • SUPPORT THE NEED FOR DPLG TO DEVELOP A CO-ORDINATING MECHANISM FOR DONORS • DONORS TO PLAY A ROLE IN CAPACITATING ORGANS OF CIVIL SOCIETY TO PARTICIPATE IN OUR WARD COMMITTEE SYSTEM
