The Defense Coordinating Element (DCE) and Defense Support of Civil Authorities • Purpose: Provide information on Defense Support of Civil Authorities (DSCA) emphasizing the process to provide DoD capability to a ‘local’ emergency response • Agenda: • NORTHCOM’s – ARNORTH – DCO linkage for DSCA • DCE Concept • The DSCA ‘Process’ and authorities • Typical DoD DSCA Capabilities

UNCLASSIFIED USNORTHCOM Mission USNORTHCOM conducts homeland defense, civil support, and security cooperation to defend and secure the United States and its interests Principal Focus Areas: Counter Terrorism and Force Protection The Arctic Mexico Missile Defense DSCA Aerospace Warning And Control Maritime Warning And Control: CBRNE Consequence Management

Normally FEMA is the primary Federal Agency that requests a DCO upon a Presidential Disaster Declaration FEMA may request a DCO prior to disaster declaration if special disaster-related circumstances mandate DCO is the single point of contact for DoD support in the disaster area – represents the Secretary of Defense DCO Concept of Operations

DoD Employment Considerations • Local and State civilian resources applied first • DoD resources used only when response is beyond capabilities of civil authorities on a cost reimbursable basis • Only minimum essential resources • No violation of Posse Comitatus Act (no law enforcement) • No competition with private enterprise • Emergency clearance and restoration • Military chain of command • Generally, military operations other than DSCA have priority unless directed by SECDEF

Collocated within FEMA Regional Headquarters Building synergy & habitual relationships with: FEMA staff Other Regional Federal Agency representatives State Emergency Management staff TAG and JFHQ-State staff DoD installation Commanders and Staffs (for potential designation/use as BSI or ISB) Serve as a Subject Matter Expert (SME) for the assigned region Operational Extension for USNORTHCOM/USARNORTH: Situational Awareness Focused DSCA & Homeland Defense responsibilities Reach back for other Regions Management of EPLOs ICW Federal and State representatives: Plan Coordinate Prepare Train Support, when directed Role of the DCO/E (Non-Event)

Represents DoD in the disaster area Validates Action Request Form (ARF) and accepts Mission Assignment (MA) from FCO Controls DoD resources in the disaster area (OPCON of forces for MA, unless a JTF is established) Provides situational awareness to NORTHCOM / DoD agencies Provides link between Lead Federal Agency (LFA) representative and DoD Provides liaison to State, Local and other Federal agencies Provides link to Base Support Installation (BSI) Provides link to Incident Staging Base (ISB) if established at a DoD base Coordinates administrative & logistical support of deployed military forces Maintains accounting records for reimbursement Coordinates requirements with emergency operations center(s) Assists with joint reception, staging, on-ward movement, & integration (JRSOI) of units/personnel Role of the DCO (During an Event)

Mutual Aid Agreements(Enclosure 2 to DODI 6055.06) • DOD Components are encouraged to enter into reciprocal agreements with local fire protection agencies for fire and emergency services (medical, HAZMAT, and rescue) (F&ES). • Assistance is provided on a reimbursement basis. • In the absence of an agreement, installation commanders are authorized to render F&ES to preserve life and property in the vicinity of the installation when such assistance is in the best interest of the United States and under Immediate Response Authority in DODD 3025.1.

Immediate Response Authority Authorized by DODD 3025.1 DOD assistance to civil agencies may include*: • Search, rescue, evacuation, emergency medical treatment. • Emergency restore essential public services. • Emergency clearance of debris and explosive ordnance. • **Recovery, identification, registration, disposal of the dead in coordination with local medical examiner/coroner. • Monitor and decontaminate radiological, chemical, and biological effects, and control contaminating areas. • Roadway movement control and planning. • Collect and distribute food and essential supplies. • **Damage assessmentto include providingaerial reconnaissance. • Emergency interim communications assistance. • Facilitate reestablishment of governmental functions. • Other actions to save lives, prevent suffering, mitigate great property damage. *NOTE: Underlined items are also listed in the Stafford Act. ** Subject to DOD policy guidance.

Role of the EPLO Day-to-Day Operations During an Event • Provide liaison between service and state and federal agencies • Brief DOD Installation commanders regarding DSCA mission • Participate in disaster planning and response exercises in state or region • Maintain awareness of: • State or regional plans • State National Guard capabilities and limitations • Key assets (local, state, federal) • Geography and transportation systems • Hazards: natural & man-made • DOD installations and assets • Deploy as directed by Service/ NORTHCOM: • Regional Response Coordination Centers (RRCCs) • State EOCs • JFOs • Other locations as required • Assist with validation of mission assignments • Provide subject matter expertise and liaison regarding service capabilities/ viability • Provide situational awareness for DOD and service component • Provide service-specific expertise for DCO/DCE and other agencies
