    9. What We Do Know About DALLAS for AY12 All DALLAS crew will PCS in AY12 and must submit an eresume. ALL HANDS must follow eresume timelines for AY12 provided by ALCGENL MSG Traffic. Keep a lookout for RATING SPECIFIC messages and deadlines. Justification: prevents wholesale crew moves from Mia versus a normal partial rotation in Highlands). Assignment Officer Priorities for Assignments AOs will fill vacant positions with a member in the identified pay grade, when available within other Service needs. If there are no tour complete members in the pay grade available for transfer to fill a vacant position, the AO will use the following ordered priority: 1. Members on current advancement eligibility list above the cutoff. 2. Members in the identified pay grade who are tour complete within the next assignment season or year. 3. Using SEAP or POAP: a. Creating A Realistic E-Resume Comments Section I have reviewed the Command Checklist for Overseas Screening, the Financial Assessment Checklist and the Dependent Overseas Screening in Article 4.H. of the PERSMAN, and have verified that I meet the criteria for overseas assignment. My number one desire is to be stationed in Hawaii, so the first five billets are based on geographical preference. My second desire is to get an ATON assignment. So my next grouping of billets is by job type. I have ATON cutters listed first for career building and advancement requirements and would prefer going back afloat. I listed ATON ashore and other shore units last. Billet Picks 1 - 5 Hawaii Billets 6 - 18 Buoy Tenders 19 - 23 ANTS 24 – 30 Stations 31 – 60 Sectors, Stations, Large Cutters Members may desire geographic area, platform type, collocation, position type, etc, in whatever order. This includes all Instructor duty positions, all training team, recruit company commander, honor guard, CMC, STAN team, National Strike Force Why does the COAST GUARD require members to OBLISERV? For return on training and transfer investment. No unit wants to expend, time, money and effort to fully train you only to have you leave 1 year later. Assignment Officers may waive obliserv requirement for Service Needs 3 OBLISERV Options If and when a member refuses to obligate service EPM 1 & 2 coordinates one of the 3 outcomes based on service need upon receipt of command CGMS notifying us of refusal to obligate service for PCS transfer:   -1 No service need, member is processed for Convenience of the Government discharge 12.B.12.a.7 (important note here is if a member received any bonus it will be recouped as this is classified as a "voluntary" separation because the member voluntarily choose not to obligate service).   -2 Service need, member's separation is established for 1 July 2011 to coincide with slated replacement and prevent gap at unit.   -3 Service need, member is allowed to remain on active duty to End-of-Enlistment (EOE), separation orders issued for EOE, preventing extension or reenlistment without EPM-1 approval.   Once the CGMS is received it usually takes EPM 7 working days to complete the panel process for Refuse to Obligate (RTO).     36. NEW ASSIGNMENT PRIORITIES THIS YEAR: METT, RAID, and 7th Crew personnel all Priority 1. ASSIGNMENT CRITERIA THIS YEAR: Now have specific Command Endorsement, Weight Standard and BTM/Boat Crew Physical Fitness Stds. Too many people were not meeting fitness and LE standards at 8 week Pre-deployment. Many offseason backfills requirements due to discipline/alcohol. Minimized weapons qual requirements to Basic Pistol and Rifle, with understanding that mbrs can obtain Practical at PDT. Middle East Training Team Positions (*NEW*) Instructor positions for providing specialized LE training to all the cutters in theater and certifying their Level II Non-Compliant Boarding Teams. Regularly augment other teams and assets in theater and perform boardings in the Gulf, train foreign military units throughout the region and conduct special demonstrations for visiting VIP's. Positions: BMC , BM1, BM2, BM2, BM3 PDT includes highly demanding train the trainer program in addition to regular pre-deployment training.  They learn how to teach Close Quarters Battle, Container Climbing and Breaching along with other specialized skills.  Personnel assigned must be highly motivated, able to work on their own and extremely professional. We are looking for applicants who will be confident when training other Coasties and other international law enforcement and military units.  Also, applicants with extensive LE experience, especially at an MSRT, TACLET or MSST DSF, are most desired.  Great opportunity for those who are interested in the law enforcement community, or who are looking to boost their LE experience prior to applying for the ME rating.  Designated as Instructor; require Instructor assignment criteria as per Chapter 4.E of the PERSMAN.  RAID Mission Summary (unofficial): RAID members are Army unit movement officers that ensure proper shipping regulations are followed by Army, Marines, and coalition forces. They advise/assist on proper labeling, construction and seaworthiness of containers to ensure they meet Customs laws. These CG members also inspect bags and attire of personnel departing AOR to ensure they meet Customs requirements. They also enforce Department of Agriculture Laws to ensure no insects, dirt, vegetation etc. are on containers before they are transferred to sterile yard. RAID members are not ATFP or Boarding Officers. They base out of Kuwait and deploy to in the Middle East with the Army. Timeline for next RAID solicitation (approximate): Solicit in November, select in January, PDT commence in March. Assignment Criteria: Similar to PATFORSWA, but Container Inspection/HAZMAT experience preferred. Big question – How do members request PATFORSWA? Answer – There are NO MORE “general” solicitation messages being released. They weren’t generating enough candidates and AO phones were ringing off the hook w/ too many sporadic questions. With so many different variables for each rating, AOs prefer to fill the positions utilizing methods best suitable to their account (general interest e-mails, web page advertisements, e-resumes, sitreps, “rate-specific” msg solicitation, etc). We shifted to this approach in 2007-08, and it’s here to stay unless directed otherwise. This creates some internal inconsistency by dissimilar assignment approaches among AOs, but we argue that assignment to PATFOR SWA is not consistent with any other CG assignment, and as such creates unique challenges that differ depending on the account. Members will have to contact their respective AO to find out what method the AO prefers/utilizes. Note: All AOs should have one section on their website that addresses this. If this is indeed the case, you can refer everyone to the website to find out. Regularly augment other teams and assets in theater and perform boardings in the Gulf, train foreign military units throughout the region and conduct special demonstrations for visiting VIP's. Positions: BMC , BM1, BM2, BM2, BM3 PDT includes highly demanding train the trainer program in addition to regular pre-deployment training.  They learn how to teach Close Quarters Battle, Container Climbing and Breaching along with other specialized skills.  Personnel assigned must be highly motivated, able to work on their own and extremely professional.
