Elements of AfCoP strategy Phase II • Establishing strong links with national development processes • Strengthening regional MfDR capacity through knowledge • Supporting national CoPs to translate knowledge into national processes • Cooperating closely with the regional economic communities (RECs)

  4. AfCoP financial challenges • Limited resources to carry out the action plans • AfCoP budget largely ad-hoc and unpredictable • AfCoP funding comes mostly from bilateral trust funds • AfCoP current funding will end on June 2011

  5. Request for sustainable funding • Joint funding proposal from WB/AfDB submitted to Global Partnership on MfDR meeting on 7th July 2010 • AfDB invited to consider a regional program to build the African countries capacity on MfDR that includes AfCoP using the African Development Fund (ADF) mechanism. • AfDB Board approved to include the AfCoP support projet in the Bank operational Program for 2011 • First draft of the concept note shared with AfCoP members on November 2010 in Tunis

An integrated MfDR capacity building project for African countries • Linking AfCoP support to key institutional reforms undertaken by the African countries • Creating an enabling environment for results • Building capacity for delivery of results • Fostering demand for results • The reforms could help countries reduce poverty and accelerate the progress towards achieving the Millennium development goals (MDGs) five years from the target date of 2015. • AfCoPcan become a driving force to contribute to accelerating progress towards MDGs

Why targeting MDGs ? • Achieving MDGs is the major challenge facing Africa as most of the African countries are likely not to meet the MDGs targets by 2015 • MfDR concept is originally developed to help achieve MDGs following the Millennium Summit in 2000. • Evidence shows that where a quantitative time-bound framework of accountability is established, the MDGs have made a real difference

How relevant is AfCoP to MDGs ? • The primary vision behind the creation of AfCoP is to improve the lives of citizens across Africa through MfDR • AfCoP members are involved in MDGs issues in their respective countries • Tremendous achievements are made by AfCoP members in assisting their governments in the formulation and the implementing of the PRSPs

Objectives of the Proposal • The project aims at increasing the use of MfDR best practices in public sector management by promoting results culture at country level and improving MfDR systems • Specifically it will support AfCoP to strengthen the African countries capacity on MfDR in order to reduce poverty through enhanced knowledge sharing, improving national development processes and advocating for better results • Priority will be given to MDG-related institutions where progress towards MDGs is weak in order to make their programs more results-oriented and focused on MDGs. • MDG-oriented performance management framework will be developed as a tool to manage and monitor the progress towards achieving the MDGs.

  11. Guiding principles • Selectivity : targets selected MDG-related institutions • Demand-driven: focused on country needs • Results-focus : targets MDGs • Flexibility : adapted to country circumstances • Partnership : collaboration with other donors

Component 1: Strengthening knowledge-sharing and mutual learning on MfDR • Online discussions on MfDR topics with special focus on MDGs • Enhanced online library of MfDR resources • Innovative practices and technical guidelines on emerging good practices on MfDR and country cases • Regional and thematic workshops on MfDR • Participation in MfDR-related events around the world • Regional CoPs sponsored by the RECs to share MfDR regional experiences

Component 2: Linking MfDR knowledge to national processes • Creation of national CoPs on demand • MfDR readiness assessment at country level on demand-basis and its impact on MDGs achievements • Organizational diagnostic of selected MDG-related institutions to identify their weaknesses in results-orientation and MDG-focus • Participatory workshops to validate the assessment findings • Actions plans with adequate measures to strengthen MfDR systems • Development of MDG-oriented performance management framework to follow up the progress towards achieving the MDGs • Facilitators and coaches hired to assist the selected MDGs-related institutions in implementing their action plans. • Organizing learning events to share good practices on MfDR

Component 3: Coordination of AfCoP activities • Supporting the AfCoP Secretariat to carry out its activities that are: • Coordination of the Core Management Team activities and the thematic teams ; • Coordination of activities between regional and national levels; • Knowledge sharing facilitation and analytic work coordination processes; • Logistics of annual meetings, regional and thematic workshops and the AfCoP’s representation in MfDR-related events; • Website maintenance.

Institutionnal arrangements • A country steering committee composed of government officials and the CMT of national CoPs will lead the process at country level • To be eligible, governments will send an endorsement letters committing to support national CoPs and ensure its sustainability • Mobilization of resources at local level to complement the project funds • Project will follow first come first served approach in supporting national CoPs

Institutionnal arrangements (cont..) • African Capacity building Foundation (ACBF) will be the Project executing Agency • AfCoP Secretariat activities will be coordinated by the M&E Unit of ACBF • The knowledge sharing component will be implemented within the Knowledge Management Unit of ACBF • Policy units set up by ACBF at country level will assist in the implementation of the country component • AfDB will partner with ACBF to support AfCoP at country level

  17. Coordination and Partnership • Partnership will continue to be developed with the traditional donors of AfCoP including the World Bank, the Netherlands, Canada, USAID, and IFAD • Other development partners will be invited to join • Cofinancing will be mobilized with development partners at country level • Partnership will developed with Regional Economic Communities to support regional CoPs • Collaborative relationship will be developed with the African Platform for development effectiveness (APDeV) under NEPAD Agency

Transition arrangements • End of current AfCoP financing 30 June 2011 • Processing of the AfDB proposal underway • ACBF agree to take in charge the cost of interim period July-December 2011 • Modalities of the migration process of the AfCoP Secretariat from the World Bank to ACBF to be discussed during the annual meeting
