Re-evaluating ACL as OFL-1 Standard Deviation for Sustainable Catch Management

This study proposes re-evaluating the ACL as OFL-1 standard deviation of the annual average catch, considering catch variability sources like seasonal/area closures, market demand, storms, and other management measures to ensure sustainable catch management. When the ACL is significantly lower than the total annual catch of the 2004-2006 period, adjustments should be made to account for various factors influencing catch levels.

Alternative • Request re-evaluation of establishing the ACL as the MSY (OFL) minus 1 standard derivation of the annual average catch of the previously recommended years (SSC) • When the ACL is substantially lower than the total annual catch of the 2004-06 period then considerations of the annual catch variability sources (e.g., seasonal/area closures, market demand, storms, and other management measures in place) could be weighted in to adjust the ACL.
