  3. Title III Invoicing Local educational agencies (LEAs) that had unexpended funds for Fiscal Year (FY) 2009–10 were invoiced in late January and early February. 3

  4. Title III Payments Fiscal Year 2010–11 Fifth apportionments were released in December 2011. 4

  5. Title III Payments Fiscal Year 2011–12 The first apportionment was processed through the Federal Cash Management Data Collection (CMDC) in December 2011. Warrants were mailed and should have been received by county treasurers in January. The letter and apportionment information for FY 2011–12 can be found on the California Department of Education’s (CDE’s) NCLB Title III, Immigrant and LEP Programs Web page at http://www.cde.ca.gov/fg/aa/ca/nclbtitleIII.asp. 5

  10. The Student National Origin Report • The Student National Origin Report (SNOR) is the annual count of immigrant students enrolled in private schools. • Submission of SNOR data is used to determine private school participation eligibility for Title III immigrant services. 10

Private School Request to Participate-Immigrant • Private schools in the jurisdiction of Title III-Immigrant eligible LEAs will be asked to submit a request to participate in the 2012–13 Title III Immigrant program via online reporting due in June 2012. • A letter detailing the process will be mailed to eligible private school administrators in early May 2012. 14

Private Schools-Limited English Proficient • On CARS, LEAs will be asked to report two things on the private school page: • the private schools they will serve with Title III Limited English Proficient (LEP) funds in 2012–13; and • the private school students they served with Title III LEP funds in 2011–12. • LEAs will be reimbursed in 2012–13 based on the private school students served in 2011–12 as reported by the LEA on CARS. 15

The Title III Funding Application Process You must apply to receive funds! • LEAs generating $10,000 or more apply via CARS. • LEAs generating less than $10,000 apply via the online consortia application process. • A letter detailing application information is anticipated to be mailed in early May 2012 to consortia eligible LEAs. 17

Local Educational Agencies in Improvement Status The following have provided, in the last five years, technical assistance to LEAs failing to meet the Annual Measurable Achievement Objectives (AMAOs): The California Department of Education (CDE) California Comprehensive Center (CACC) at WestEd County Office of Education (COE) Regional Leads, per the agreement of services with the California County Superintendents Educational Services Association (CCSESA) 25

  26. Technical Assistance In fiscal year (FY) 2011–12, the CDE will disburse $2 million in Title III local assistance funds. Eleven selected COEs to provide technical support to LEAs.   41. School Districts and Direct Funded Charter Schools • Required to maintain records for identifying students who meet criteria • Must submit an Insignia Request Form to the CDE • Allow two weeks after receipt by the CDE for processing and mailing of seals

  42. State Seal of Biliteracy Requirements • Qualifying criteria are described in AB 815 and in the letter to the field. Please read the entire bill. • A Requirements Checklist has been designed (for district use only) to assist districts in identifying qualifying graduates.

  44. “State Superintendent of Public Instruction to Prepare and Deliver an Insignia” Superintendent Torlakson selected the new seal, which was designed by CDE Press. It is a self-adhesive gold embossed seal to be affixed to the diploma or transcript.

Assembly Bill 124 Approved by the governor October 2, 2011 Approves standards for English language development (ELD) that are comparable to adopted English language arts (ELA) standards Directs the State Superintendent of Public Instruction (SSPI), in consultation with the State Board of Education (SBE), to update, revise, and align the ELD standards by grade level

Stipulations of AB 124 • EC 60811.3 (a) states ELD standards shall be aligned by grade level and be as rigorous and specific as the ELA content standards • EC 60811.3 (b) calls for the SSPI to convene a group of experts • EC 60811.3 (e) requires a schedule and implementation plan for integrating the ELD standards

Group of Experts • Experts in English language instruction, curriculum, and assessment • Must have a minimum of three years experience instructing EL (elementary/secondary) • Including school site principals, school district or COE administrators, higher education personnel, or curriculum and instructional specialists with EL experience
