  3. 1 – TF assistance is increasing The share of aid assigned to trade facilitation goes up. The share is still very low. The share is lower for LDCs than for non-LDC developing countries.

  4. 2 - Special & differential treatment in the WTO negotiations • S&D should go beyond traditional transition periods for implementing commitments. • Extent and timing of commitments shall be related to implementation capacities of developing countries and LDCs. • Developing countries and LDCs are not obliged to undertake investments in infrastructure beyond their means. Additional S&D treatment for LDCs: • LDCs will only be required to undertake commitments to the extent consistent with their individual development, financial and trade needs; or their institutional capabilities
