Building Citizenship • Objective: To improve the Human Development Index from the education, specifically the eradication of illiteracy. • Premise: The adult literacy implies not only in filling the gaps, but also should go beyond learning the code. That is an individual's conscious preparation for citizenship.

  4. Location: City of Porto Barreiro, Paraná, Brazil map

  5. Building Citizenship • In the Census of 2002 the State of Parana had 11% illiteracy rate, considering the population from 10 years of age on. • Porto Barreiro had 15.8% illiteracy rate.

Building Citizenship • Porto Barreiro had in 1995, 5000 inhabitants whichover 90% of the population in rural areas. • Geographic situation of difficult access • 140 km from the nearest university and high school installed 03 years ago (2002) • One of the lowest Human Development Indexes of the state of Paraná

  7. Building Citizenship • The program is not a new teaching method, but a new concept of public management, which involves local society in collaboration with nongovernmental organizations. • It was developed without incurring increased costs for the municipality. • The strategy was simple.

  8. Building Citizenship • To encourage the enrollment and participation in the Program it was offered to students priority use in distinguished heath services and social programs.

  10. Building Citizenship • Results: After the programs first year, 25% of those enrolled had already finished the first grades of elementary school. In 1 year an a half the illiteracy rate dropped to near 2%.
