  1. Development of a Web-Based Energy Industry Fundamentals Curriculum Supporting Workforce Development William H. Miller Gayla Neumeyer IonasG. Ionas Matthew Easter

  2. EIF is Part of GIECP - National Industry-Driven Strategies and Products Developed for Regional / Local Utility Industry Workforce Development. NEI is a founding member of CEWD, along with EEI, AGA, IPI, and other national energy associations

  3. Energy Industry Fundamentals Curriculum • A national product developed to encourage new workers to meet employers’ workforce needs • The web-based version is extending implementation to instructor-led, distance learning environments • The goal is to create a pipeline of new workers with skills to compete for high wage jobs in the utility industry • Designed to convey and enhance learner knowledge to pass pre-employment exams and/or to pursue additional education/training for workforce credentials • Supports math skill confidence and increase problem solving skills –- essential to student success in nuclear and non-nuclear technical degree programs and jobs

  4. Implementation of EIF Curriculum • Targeted Student Populations: • High Schools (junior and senior level) • Unemployed and underemployed adults • Veterans • Union workers • Targeted Employers: • Nuclear and non-nuclear electricity generation (including solar and wind) • Electric and gas transmission / distribution

  5. EIF Relevance to AAS Nuclear Technology Educational Programs: • Content not included in Nuclear Uniform Curriculum Program (NUCP) content • ACAD 08-006, and QA/QC/NDE Criteria • Content is also not covered in many BS Engineering degree programs • EIF is designed to attract new workers to energy jobs, and conveys overall utility industry knowledge and career awareness that enhances worker productivity at NPPs and their vendors

  6. CEWD Benchmarking Process and the US DOL Energy Competency Modelhttp://www.careeronestop.org/competencymodel Tier 6-8 – Occupation-Specific Maintenance Technician – Mechanical Maintenance Technician - Electrical Radiation Protection Technicians Non-Licensed Operator Chemistry Technician Tier 5 – Industry-Wide Technical Nuclear Generation Non-Nuclear Generation(Coal, Natural Gas, Oil, Hydro, Solar, Wind, Biofuel, Geothermal) Electric Transmission &Distribution Gas Transmission & Distribution Basis of NUCP AAS NT Programs Tier 4 – Industry-Wide Technical Competencies Quality Control & Continuous Improvement Safety Awareness Troubleshooting Industry Principles & Concepts EnvironmentalLaws &Regulations Basis of EIF Tier 3 – Workplace Competencies Ethics Employability & Entrepreneurship Skills Business Fundamentals Teamwork FollowingDirections Planning, Organizing & Scheduling Problem SolvingDecision Making Working with Basic Hand & Power Tools& Technology Tier 2 – Academic Competencies Writing Listening Speaking Engineering & Technology Mathematics Locating,Reading & Using Information Critical & Analytical Thinking Science Information Technology Tier 1 – Personal Effectiveness Interpersonal Skills Self- Development Integrity Profession- alism Reputation Motiv- ation Dependability & Reliability Flexibility & Adaptability Ability To Learn

  7. GIECP Stackable Credentials Development Process • Tiers 6–8 Job Specific Skills/Credentials • Level 8 = BS Degrees • Boot Camp / Apprenticeship • for College Credit • Associates Degrees (e.g., NUCP) • Occupation-Specific Requirements • Occupation-Specific Technical • Occupation-Specific Knowledge Areas • Industry-Specific Technical • Industry-Wide Technical • Workplace Requirements • Academic Requirements • Personal Effectiveness • Tiers 4–5 Industry Fundamentals • Energy Industry • Fundamentals Certificate • (ANSI National Credential) • Tiers 1–3 Basic Training • Energy Industry Employability Skills Certificate • National Career Readiness • Certificate

  8. EIF ANSI Credential Certification • CEWD submitted application (Dec. 2011) to American National Standards Institute (ANSI) for approval as a national workforce credential • Approval conferred in April 2012, which covers both the original paper-based version and web-based version developed in this work • ANSI certification exam available to learners in CEWD-approved organizations

  9. Overview of EIF Content (5 Modules): Module 1: Module 1A: History of the US Energy Industry Module 1B: The Energy Industry: Structure and Organization Module 1C: Energy Flow: Generation, Transmission, and Distribution

  10. EIF Content: Module 2 Module 2A: Regulatory / Procedural / Security Module 2B: Preparing for Hazards in the Workplace Module 2C: Hazards and Response

  11. EIF Content: Module 3 Module 3A: Conventional Electric Power Generation Systems Module 3B: Overview of Generation Fuel Sources Module 3C: Overview of Emerging and Alternative Generation Sources

  12. EIF Content: Module 4 Module 4A: Introduction to Electric Power Transmission Module 4B: Transmission Governance, Stability, and Emerging Technologies

  13. EIF Content: Module 5 Module 5A: Introduction to Electric Power Distribution Module 5B: Distribution Governance, Stability, and Emerging Technologies Module 5C: Natural Gas Distribution

  14. Web-Based Version - In Brief

  15. Case-Based Learning Approach Case-Based Learning • Objective: Engage Learners • Design: • Instructor led • Blended format • Foundations: • Case-based learning • Provide context • Share experiences • Deeper learning through argumentation • Means: • Use of scenarios • Focused instructor feedback • Problem Solving • Guidance/ Feedback • Reflection opportunity • Learner • Context • Argumentation • Share Experiences

  16. Learning Scenarios • Embedded within the content (SCORM – Sharable Content Object Reference Model) • Limited feedback • More support • Selected topics • Placement right after relevant content • Easy navigation to and from content Scenario Introduction Question

  17. Review Scenarios • Less support and more responsibility • Take own stance (multiple choice question) • Seek out relevant content (essay question) • Builds upon the Learning Scenario within the same module • After all the content has been reviewed • Set up as IMS QTI test • Automatically scored multiple choice questions • Manually scored essay questions with instructor feedback

  18. Course Content (SCORM) Page header will be the same on all pages – national branding Special content sections formatting is similar to that in the printed version In blue are glossary words. Keep the cursor over the word for a few seconds and the glossary definition is shown.

  19. Module Structure & Navigation Bullets change colors with the state of the subchapter The menu can be hidden Current page shown in bold type

  20. GIECP Program Pilot Implementation for Nuclear Workforce Development Using Web-Based EIF Curriculum: Estrella Mountain Community College In Partnership with Arizona Public Service and thePalo Verde NPP Plant • Supported by a US DOL SESP grant to the State of Arizona, • and a US DOL Trade Assistance Act grant (TC-23759-12-60-A-4)
