Mission and objectives of CEUDIP • To strengthen regional cooperation in disaster reduction • To improve early warning systems (EWS) • inventory of EWS at national levels and of agreements on their use at bilateral and sub-regional levels • to organize workshops on important issues at the CEUDIP meetings e.g.role of media, crisis management legislation • To improve education and training towards increase of public • awareness (e.g training in disaster prevention and reduction • with emphasis on disasters of hydrometeorological origin in • Prague 2006 – prof. Nemec – with EU, ISDR) • To meet once a year and exchange information about activities • To prepare an integrated project by CEUDIP countries for • improvement of disaster prevention and public awareness • (financial support from EU or WMO)

  4. Problems of Disaster Reduction • Lack of coordination and cooperation among: • international organizations (ISDR, WMO, UNEP..) • regional organizations (EU, Central Europe, W. Europe..) • national organizations (governmental, NGOs…) • (Austria), Germany, Hungary, Poland, Slovakia • Lack of collaboration among different bodies e.g. responsible for different parts of Early Warning and other parts of DR • like meteorological and hydrological Services, River Basin Boards, Civil Defense, Fire & Rescue Service, Army, health emergency, national emergency suppliers • ? Role of national platforms • Competition for leadership among main players • e.g. Interior vers. Defense, Firemen vers. The Framework (Hyogo) outlines three strategic goals • more effective integration of disaster risk into • sustainabledevelopment policies, planning and • programming at all levels,with a special • emphasis on disaster prevention, mitigation, • preparedness and vulnerability reduction • development and strengthening of institutions, • mechanismsand capacities at all levels, in particular • at the communitylevel, that can contribute to building • hazard resilience • •incorporation of risk reduction approachesinto • emergencypreparedness, response andrecovery programs in thereconstruction ofaffected communities

Problems of CEUDIP • Poor contacts with platforms in Austria, Hungary and recently also Slovakia – their activities in DRR are mostly not organized by platforms • Many activities trying to strengthen cooperation within EU platforms (many countries – too official) • Activities trying to strengthen cooperation at global level • Necessity to strenthen the role of platforms at national level – then cooperation at regional or global levels will be much easier • Activities are driven more and more towards formal actions – meetings, conferences etc. and production of various documents, but concrete activities are more desirable
