  4. Overview of the Act • $787 Billion funded in the Act • To jumpstart the economy • To create jobs • To address economic challenges facing the nation • $8.9 Billion allocated for scientific research

Overview of Reporting Requirements • Recovery Act fund recipients are required to implement a control process to ensure data is collected in a coordinated manner and that all funds are accurately accounted for. • Recipients must take steps, beyond standard practice, to initiate additional oversight mechanisms in order to mitigate the unique implementation risks of the Recovery Act. • These reports will provide the public with an unprecedented level of transparency into how Federal dollars are being spent and will help drive accountability for the timely, prudent, and effective spending of recovery dollars.

  6. Overview of Reporting Requirements • Recipient reports required by Section 1512 of the Recovery Act will answer important questions, such as: • Who is receiving Recovery Act dollars and in what amounts? • What projects or activities are being funded with Recovery Act dollars? • What is the completion status of such projects or activities and what impact have they had on job creation and retention?

  7. Reporting via FederalReporting.gov The requirement to report Recovery Act award activity on FederalReporting.gov is in addition to any other technical and financial reports that may be required of the PI by the grant/contract. Sponsored Research will be the central reporting authority for the University for all Recovery Act reports.

  8. Data Elements (for Direct Federal Awards) • Over 132 required data elements to be reported on FederalReporting.gov • PI is currently* responsible only for: Submitting an initial report to Sponsored Research including: • Award Description • Place of Performance Submitting quarterly reports to Sponsored Research including: • Status of work completed • Cumulative description of the activities accomplished since the inception of the award, inclusive of first-tier subaward activities. *Subject to change pursuant to federal rules.

  9. Important PI Deadlines • Initial Report is due to Sponsored Research upon acceptance of award. For existing awards, please submit the Initial Report to SRS by 9/11/09. • Quarterly Reports are due to Sponsored Research on or before the last day of every calendar quarter until the expiration date of the award (September 30, December 31, March 31, June 30) Even if no funds have been expended, the PI is still responsible for submitting Quarterly Reports as previously discussed.

  10. Subrecipent Deadlines • Sponsored Research will obtain reporting information from subrecipients (except for quarterly activities which are to be included in PI’s quarterly report). • If there is or will be a subaward under your prime award, unique terms and conditions will apply pursuant to the prime award reporting requirements. • We will address the reporting requirements for subawards on a case by case basis and coordinate with the PI as appropriate. • Please notify Sponsored Research if subawards or major vendor purchases are anticipated.

  11. Infrastructure Projects • Infrastructure Projects have unique reporting requirements which we are currently evaluating. We will work directly with PI’s as necessary to comply with these requirements.
