  4. Main Idea: Notes: In the mayor-council form of government, the elected city council is responsible for making the laws. An elected mayor acts as the city’s chief executive officer and is responsible for seeing that the laws are carried out and that the city agencies do their jobs.   5. Main Idea: Notes: In a weak-mayor system, the city council has both legislative and executive powers. The mayor has limited powers, appoints few city officials, and has little veto power.   7. Main Idea: Notes: In the Council-Manager form of government, the voters elect a city council that establishes laws and policies. There is a mayor who may be elected by voters or appointed by the council. The council hires a city manager who is responsible for the day-to-day operation of the city.   8. Main Idea: Notes: In cities with a Commission Form of government, the voters elect commissioners. Each commissioner is the head of a department within the city government, such as finance, streets, public safety, etc. The mayor, is elected by the commissioners from among themselves.
