Writing + Changes • State Board Rule to be amended, resulting in a delay in the FCAT Writing graduation requirement until an administration to be determined later • Beginning in 2009 and until the state budget picture improves, no multiple choice items will appear on the FCAT Writing test. FCAT Reading & Writing-Spring '08 Update

  3. Writing + Changes • Next year’s FCAT Writing tests will consist of prompts only, with two at each grade, including at Grade 10 once again (one per student). FCAT Reading & Writing-Spring '08 Update

More FCAT Writing Updates • A new Writing assessment will be given in Grades 4, 7, and 11 beginning in 2013. • SB 1908 mandates that the Writing Assessment be composed of Short Response test items, Extended Response test items, and Multiple Choice test items.   6. More FCAT Writing Updates • The current FCAT development contractor, Pearson Assessment and Information, Inc. (formerly Harcourt Assessment), has been tasked with researching possibilities for the exact nature of a new Writing Assessment. This may include essays. FCAT Reading & Writing-Spring '08 Update

More FCAT Writing Updates • Beginning in 2011, no statewide Writing assessment may be given prior to March 1st. • Also beginning in 2011 for Reading, Mathematics, and Science, no statewide assessment may be given prior to April 15th. • Reporting is to be done in the same time frame as is currently. SB 1908 – Other Implications • The bill specifically mandates that the Reading and Language Arts Standards adopted in 2007 be replaced no later than December of 2011. • The bill requires the Department of Education to have a plan in place by December of 2008 for the review of all standards, including Mathematics and Science.   9. SB 1908 – Other Implications • The impact that SB 1908 has on the new Writing and Reading assessments is not entirely clear yet. A new Reading assessment based on the 2007 standards is planned for field-testing in 2010 and become operational in 2011. Policy-level discussions on the required course of action in light of SB 1908 are currently underway. FCAT Reading & Writing-Spring '08 Update

SB 1908 – Other Implications • Allows the Commissioner to incorporate end-of-course assessments • May be administered in addition to the comprehensive assessments of reading, mathematics, writing, and science • Must be rigorous, statewide, standardized, and aligned to the Sunshine State Standards. SB 1908 – Other Implications • SB 1908 names the American Diploma Project, led by Achieve.org and Pearson as a possible provider. • Another provider may be ACT, which offers other End of Course tests. • End of Course tests may also be produced by FDOE in conjunction with its test developer to be named under a new contract set to begin Fall 2008. FCAT Reading Updates • Until policy decisions are made, development is still underway on test items aligned to the new 2007 ELA Standards. • As of now, the new assessment is in close alignment with the current FCAT. • Performance task grades are currently planned for grades 4, 8, and 9.
