  2. The Hard Partition There are three ethnic groups in Iraq: Sunnis, Shiites, and Kurds. These groups do not get along with each other. The only way for them to survive in peace is for them to be separate. The Hard Partition plan is to separate the three groups into three separate countries.

How it Works The partition will be carried out by the International Coalition for the Division of Iraq (ICDI) The coalition will not be part of the United Nations, but an independent organization The United States will head the coalition with the help of its allies Troops from the coalition will help keep the peace

  5. Troop Deployment There are currently 157,205 troops in Iraq from the U.S. and its allies To make the partition go smoothly, the number of troops will need to be increased to 255,000 The troops will remain in Iraq for five years or until the region is completely stable If the region is not stable at the end of the five-year period, the troops will leave and Iraq's new nations will be left to solve their own problems

Troop Deployment Most of the insurgency happens in central and western Iraq These regions are part of Sunniland and Shi'astan Ergo, more troops must be deployed to these two countries than Kurdistan They will be sent there because the relationship between the two ethnic groups is erratic and is the cause for much peril and destruction in Iraq.

Troop Deployment 255,000 troops in total 60,000 troops for patrol/displacement of people in Sunniland 60,000 troops for patrol/displacement of people in Shi'astan 30,000 troops for patrol/displacement of people in Kurdistan 65,000 troops for Sunniland/Shi'astan border control 30,000 troops for Sunniland/Kurdistan border 5,000 troops for Persian Gulf Zone border 2,500 troops for protection of Baghdad 2,500 troops for protection of Persian Gulf Zone

Baghdad Baghdad is home to all three of the ethnic groups in question and many more, including Christians and Jews It should not belong to only one of these groups Therefore, Baghdad will be an international city controlled by the ICDI so as to not be bias. Along with this, ICDI troops will be stationed here as a defense force to: Protect the city from attempted capture by one of the newly formed countries As well as to keep the three countries in line from a central position.

The Persian Gulf The Persian Gulf ports/coastline is a very important assett to Iraq Much blood will be shed if the area is given to one country alone Therefore, the area will an international zone much like Baghdad It will be run by its own unbiased government brought in from the outside These officials will also be appointed by the ICDI

Border Control Passports issued by each nation’s government will be required to cross either of the two new borders or into Baghdad or the Persian Gulf Checkpoints will be set up along the border to pass through Soldiers will guard the borders Any people suspected of terrorism or any other major crime will be denied crossing into another country Punishment for illegal immigration will be severe

Security of Oil Pipelines The oil pipelines running through each nation will be easy for attack by dissatisfied governments or terrorists Pipelines will need to be guarded Penalties for damage to pipelines will go to its harboring nation in the form of fines or financial sanctions This will make the countries want to guard them tightly

Oil Distribution Each independent nation will get an equal amount of oil Kurdistan will get the oil fields at Kirkuk and northern Iraq Shi'astan will get the oil fields near Saudi Arabia, Iran, and the Persian Gulf Sunniland will control the oil fields in western Iraq and near Baghdad Sunniland and Shi'astan will receive a small amount more oil than Kurdistan because they have much of the desert parts of Iraq

Displacement of People People living in areas not owned by their ethnic group will be forced to move Refusal to move will be met with physical forced removal by the International Coalition for the Division of Iraq The Coalition will provide subsidies to help each person/family move The subsidies will include $100 for individual persons and $300 for families

  16. Religious Sites Sunnis with religious cites in Shi'astan will not be allowed to visit them Shiites with religious cites in Sunniland will not be allowed to visit them Religious cites in Kurdistan will also only  be able to be viewed by Kurds (or minority groups living in Kurdistan)

  17. Transportation Between the New Nations After the partition, one major speed train station will be erected in the city of Baghdad. From here, trains will travel to and from major cities in the three new nations.   19. Formation of New Governments Current posts in the Iraqi government will have no value in the new countries, however they will not stop the holders of each position to run for an office in their respective country Each country will have a republic (a.k.a. representative democracy) They will each respectively write their own constitution, to be approved by the International Coalition for the Division of Iraq There will be three branches: Executive, Legislative, and Judicial

Representatives Kurdistan, Sunniland, and Shi'astan will have a government structure much like the United States’ Each country’s citizens will elect a President to lead them 21 Senators from their own regions of each country will be elected to serve the people 45 Congressmen will also be elected in the same way as Senators

Executive Branch (President) The Presidential terms will last three years due to the constant change that occurs in Iraq Presidents will be limited to two terms to prevent one man gaining too much power The President may appoint any advisor that he wishes to and may initiate any department that he wishes to

  22. Legislative Branch(Senate) Senatorial terms will last five years Senators will be limited to four terms to prevent any senator gaining too much clout

  23. Legislative Branch(House of Representatives) Congressional terms will last two years There will be no limit to the amount of terms a congressman may serve However, if any man becomes too powerful, he may be removed from the House of Representatives with a 3/4 vote

  24. Judicial Branch The supreme court will consist of eleven justices They will be elected by popular vote Terms will last ten years Lower courts will be created by the President

Passing of Laws To pass a law, the bill must be presented in either the House or the Senate It must pass both bodies of legislature with a majority vote The President may veto any bill The veto may be overridden with a 2/3 vote in either body of legislature Once passed through the legislative and executive branch, a bill must be approved by the Supreme Court to become law

  26. Foreign Relations • The two main threats are Turkey and Iran • Turkey threatens Kurdistan • Iran threatens Shi'astan • Any invasion of any of the three new countries by a nation not in the ICDI will be considered an invasion of an ICDI country • It will be met with either a counter-invasion or a complete embargo on the invading nation

Iran • Iran will most likely influence Shiite Iraq  • To stop this, we will need to have an investigator reporting back to the ICDI about any involvement of Iran in the affairs of Shiite Iraq • Anyone in the Shiite Iraqi government collaborating with Iran will receive an immediate dismissal from the government and a long prison sentence

  28. Minorities Turkomans will be moved to Sunni Iraq, as they are Sunnis Assyrians, who are Christians, will be encouraged to leave Iraq They will be allowed to stay as long as there is no trouble If there is trouble, the Assyrians will be forced to move to the Persian Gulf zone Jews and other Christians will also be encouraged to move

  29. Mosul and Kirkuk Mosul and Kirkuk will be part of Kurdistan There are not special cities Sunnis and Shiites living there will be forced to move

The Military Each country will be allowed to have a military to fight insurgency inside their borders If they strike outside their borders, especially against each other, they will be punished with an economic embargo for three years The President will be the commander in chief of the army The countries will be allowed to enact any sort of draft or required service that they wish to

  31. Trade There will be a free trade agreement between the nations, therefore no taxes or tariffs will be imposed on imports They may not trade with Iran, and will be punished with economic sanctions Trade with Cuba and North Korea is also forbidden Each country will not be allowed to tax imports from the United States or any other coalition force

  32. Weapons of Mass Destruction Any attempt to create weapons of mass destruction, including chemical, biological, nuclear, or long-range missiles will be met with an invasion and destruction of any weapon workshop The country’s military will be shut down and the government will be temporarily controlled by the ICDI
