Vision • The Robeson County Family Drug Treatment Court will lead a collaborative effort among treatment, service providers, the community and families to provide timely access to substance abuse treatments for parents or guardians whose children are at risk due to dependency, abuse, and neglect, and provide tools to sustain a substance free lifestyle, with the ultimate goal of providing safe, stable, and healthy families for children.

  3. Purpose • The Family Drug Treatment Court (FDTC) will provide comprehensive case management, substance abuse and mental health treatment and intensive court supervision. This will increase the likelihood that parents and their children can be reunified as the parents have been given access to, and participated fully in, the necessary services to address their substance abuse issues to the degree they can effectively parent their children or determine another option for permanency for the children.

  4. Continued… • Intensive case management will assist families not only in addressing the substance abuse issues, but other issues as well. Education goals, development of employment skills, and housing issues will be addressed as needed.

  5. Mission • The FDTC’s mission will be to help eliminate the dependency, abuse and neglect of children that is a result of substance-abusing parents or guardians. They will embrace a holistic treatment approach for individuals, with support from the judicial system. It is their hope that the results will be the reunification of families and safer homes for children.

  6. GOALS • FDTC’s are to provide parents with the treatment, structure, support, and services they need to obtain and maintain recovery; to provide them with the opportunity to develop the life and parenting skills necessary to provide a safe home for themselves and their children; and to work with community partners to ensure that the other victims of substance abuse-and family members- receive the help they need to lead healthy lives.

  7. Continued… • This program provides early intervention and immediate and concerted treatment to the parents who abuse substances and are willing to commit to the FDTC requirements.

  8. Other Goals • Ensure compliance with ASFA • Enhance parenting skills • Improve compliance with treatment • Enhance coordination among the judicial system, treatment providers, social services, and others • Decrease the time for out of home placement • Enhance family reunification • Increase personal and familial accountability

  9. Court Overview • The FDTC is a judicially supervised intensive treatment option • It is for parents or guardians against whom a petition has been filed alleging abuse, neglect, and/or dependency identifying substance abuse as a contributing factor that has lead to the removal of the children from the parents home. • Parents can be ordered into court room under NC 7B-904. • Reunification with children is not guaranteed, even if parent successfully completes court.

  10. Court Overview • FDTC is a multi-agency team • Judge, respondent’s attorney, a social work liaison, a FDTC case coordinator, treatment providers, and a Guardian ad Litem representative • FDTC provides intense monitoring of parental substance abuse treatment.

Court Overview • Parents are required to attend FDTC sessions bi-weekly, follow the recommendations of treatment, submit to weekly drug screens, regularly meet or contact the FDTC coordinator, complete parenting education, and establish employment and housing goals supporting reunification with their children.

COURT OVERVIEW • The substance abuse treatment component of the program includes weekly treatment meetings, weekly community support meetings, and weekly drug testing which includes random tests. Overall, treatment is supervised by the FDTC case coordinator who will help parents stay on track.

  13. Court Overview • Consists of 3 phases • Minimum of 12 months participation • Continued enrollment depends on how well parents deal with structure. • Success depends on parent’s compliance with court requirements • Successful completion of all phases lead to graduation of the program.
