Juvenile Drug Treatment Court’s Mission To implement a comprehensive continuum of community and juvenile justice services based on the inherent worth and potential of participants and their families. We are committed to diverting targeted, non-violent juvenile offenders through a structured, cost-effective, post-adjudication Program, which combines intensive treatment, education, and judicial supervision that affords a participant the opportunity to break the cycle of substance abuse and criminal behavior.

  3. Goals To provide effective intervention with substance-abusing adolescents who currently manifest criminal or self-destructive behaviors;  To promote a drug-free lifestyle;  Successful graduation from the Program;  To enhance community partnerships;  To implement after-care services for long-term success;   Improvement of the emotional, psychological, and well-being of the participants who successfully complete the Program;

To provide intensive supervision, treatment, judicial monitoring, intervention, and service to non-violent substance abusing offenders  To enhance public safety by reducing criminal behavior and substance usage and abuse among non-violent substance abusing offenders To strengthen family functioning by engaging and serving family members  To reduce the reliance of the Courts on the Newport News Detention Center for incarceration.  To facilitate, where appropriate, the participants acquisition or enhancement of academic, vocational, and pro-social development

Important Components Frequent and Random Drug Testing Intensive Case Management and Supervision Intensive Treatment Services provided and coordinated in multiple settings Availability of Crisis Intervention Services Strong emphasis on education and/or employment Strict enforcement of program rules and Court Orders Education of Parents on effect and appearance of use Parental “Buy In” and empowerment Strong Collaboration of professionals

  7. Eligibility 13-17 Years Old (at time of referral) Male and Female Non-violent Resident of Newport News Post-adjudicated Delinquency Charges Identified or History of Alcohol and/or Other Drugs Beyond an Experimental Stage

  8. Exclusionary Criteria Candidates not eligible and disqualified from Program consideration if: Charges for Distribution (or known to) Sexual Offenders Gang Related Offenses or known participation Violent Offenders (adjudicated) Charges for Weapons Offenses

  9. Program Rules Do not use or possess alcohol or illegal drugs. Do not bring any drugs, alcohol, drug paraphernalia, or weapons into any treatment facility or into the Courthouse. Do not take mood altering medications. Inform Drug Court team members of any changes or additions of prescribed medications. Attend all treatment sessions as scheduled. Attend Court sessions as scheduled. Dress appropriately for Court and treatment sessions. Be on time.

  10. Behave appropriately at home, in school, at treatment sessions, and in Drug Court. Do not make threats toward other participants or staff or behave in a violent manner. Attend school, participate fully, pass all of your classes, and do not receive any negative behavioral reports. Seek, obtain and maintain employment for those participants who are not attending a school program full time.

FACTS • Nine Juvenile Drug Courts are operated in the Commonwealth. • Sixteen Adult Drug Courts in the Commonwealth. • NNJDTC Program is estimated to last 12-18 Months for each participant; • Participants range from all demographics, socio-economic, race, ages and zip codes; • Currently 24 Participants;

  13. Drug Trends Important to be aware of emerging drug trends and attempts to mask use: • K-2 “Spice”; • Caffeine-Energy Drinks (4Loko, Joose); • Dextromethorphan (DXM); • Websites that provide instruction to mix substances for a “high”, inform on alternative ways to use substances, or mask use during drug testing.
