European Economic Area • A compulsory conformity process for products in the EEA • Acronym for “Conformité Européenne” indicating “European Conformity” • Affixed: legible, indelible and visible • Any illegal or inappropriate application of CE marking can cause breakdown of products, losses to health, safety and environment, legal punishment and abuse to reputation.

  3. Six steps to CE marking in general • Identify applicable EU directive and harmonised standards • Verify the product-specific requirements • Identify whether an authorised third party involved within conformity assessment • Perform the conformity assessment • Draw up and keep available the required technical documentation • Affix the CE logo as well as draw up and sign the Declaration of Conformity (DoC) Source: www.ec.europa.eu/CEmarking (modified)

The LVD 2006/95/EC • Official name: “Directive 2006/95/EC of the European Parliament and of the Council of 12 December 2006 on the Harmonisation of the Laws of Member States Relating to Electrical Equipment Designed for Use within Certain Voltage Limits”. • Legislative Basis: Article 114 of Treaty of Lisbon • Scope: electrical equipment intended for use with a voltage rating of 50 – 1,000 V AC and 75 – 1,500 V DC at output or input terminals • Entering into force: Jan. 16, 2007 • Superseded: the LVD 73/23/EEC

Essential influence of the LVD to wind turbines • NOT fully applicable to every type of wind turbine as a whole • Always applicable to certain electrical equipment installed in wind turbines • Special case: small wind turbines with swept area < 200 m2, rated voltage < 1,000 V AC or 1,500 V DC • In fact those influences are facilitated by harmonised standards under the LVD.

Harmonised standards • Basis: request from the EU • Codified by: recognised European Standard Setting Organisations CENELEC for Standards with electrical scope & CEN for all other standards • Aim: to provide solutions for compliance with a legal provision such as an EU directive • Role in CE marking: the EU directive: the constitution harmonised standards: specific laws

  7. Clarification of Certain Electrical Equipment • 12 Categories • Not all the electrical equipment in wind turbines fall into scope of the LVD. • Along with the electrical equipment in wind turbines subject to the voltage limit of LVD, categorizing work is done.

  8. The “White”, “Black” and “Grey” • Aim: clarification of standards applicable to wind turbines under the LVD based on 12 categories •  The “White”: harmonised standards applicable to electrical equipment in wind turbines •  The “Black”: harmonised standards not applicable to electrical equipment in wind turbines • ? Conclusion • The LVD is at least applicable to several components in wind turbines • The manufacturer is required to identify applicable harmonised standards and ensure a similar or higher safety level for his product • The split into “White”, “Grey”, and “Black” harmonised standards minimizes the effort.
