  1. 27TH QUARTERLY REVIEW MEETING CUM WORKSHOP OF FINANCE CONTROLLERSFIELD VISIT OF TEAM III ON 29TH OCTOBER 2010

  2. Team members consist of officers from the States of: • West Bengal • Himachal Pradesh • Karnatak • Kerala • Maharastra • Goa • Puduchery • Punjab • Tamilnadu • Uttarakhand • Manipur

  3. Sri M.K. Chattopadhyay, Controller of Finance, West Bengal was the team leader. Sri Birkhe Ram, Chief Consultant, Financial Management, TSG, was the chief assessor.

  4. The Team visited the following Schools & CRC in Cuttack district: 1. Kacharamal Nodal UP School 2. Brahmanjharilo Nodal UP School 3. Bagalpur UPS 4. Bagalpur CRC

  5. 1. Kacharamal Nodal UP School • The school has 1 Head Master & 8 other teachers • The School is operating up to class VII. • The Head Master informed that he is going to retire on the last day of this month. • The Head Master elaborated the system of joyful learning in the school. • Different pictorial modules for the students have been developed & shown to the students through computers • The classrooms are designated as History room, Geography room, Literature room, Computer room etc.

The school has 198 students, out of which 82 are boys & 116 are girls. • The school started at 10 A.M. with prayer song attended by all the students & teachers • VEC meeting is normally held on Saturdays, Last VEC meeting held on 9.10.2010. VEC approves the expenditures. • VEC has 9 members consisting of 6 guardian member, 1 municipality representative, 1 NGO member & the Head Master

Maintenance of records & documents: • The school is maintaining cash book, subsidiary cash book, pass book, minutes book • The school is maintaining vouchers & UCs • The school is maintaining a display board showing the fund received and corresponding expenditure • The school received the fund from DPC through e-transfer • During the current year the school received & spent fund under the head TLM Rs.5,000/-, SRG Rs. 12,000/-, SIG Rs. 15,000/-, Girls Uniform Rs. 7,370/-, Others Rs. 3,400/- • As on 25.10.2010 the bank balance stands at Rs. 370 & there is no cash in hand.

  8. The bank account at Cuttack Gramin Bank is operated jointly by President of VEC & the Head Master • No fund for ACR received by the school in 20009-10 and 2010-11 • The school is not using cheques and drawing cash through withdrawal slip

  9. 2. Brahamanjharilo Nodal U.P. Schools • The school has 1 Head Mistress & 9 other teachers • The School is operating up to class VII. • The school has 342 students • The VEC for the school has not delegated the power to the chairman, so it is not functioning properly due to some dispute since JULY 2009. The HM has informed that the dispute may be settled within next 10 days • The last meeting of the VEC was held on 28th September 2010 but no power was delegated to the chairman • There is computer facility for the students in the school

  10. Maintenance of records & documents: • The school is maintaining cash book, subsidiary cash book, pass book, minutes book. The school is maintaining vouchers & UCs • There is no display board in the school • The school received the fund from DPC through e-transfer • During the current year the school received fund under different heads • Fund received in 2009-10 & 10-11 remained unutilised due to the dispute of the VEC • As on 04.10.2010 the bank balance stands at Rs. 1,27,869 • The last payment transaction was made on 27.07.2009 • No Civil grant has been received by the school during 2009-10 & 2010-11 • The bank account at Cuttack Gramin Bank • Bank interest earned is remitted to the DPC. Last such payment was made on 27.07.2009

  11. 3. Bagalpur U.P. School • The school has 1 Head Mistress & 4 other teachers • The School is operating up to class VII. • The school has 113 students • VEC has 9 members consisting of 6 guardian member, 1 municipality representative, 1 NGO member & the head master • There is no computer facility for the students

Maintenance of records & documents: • The school is maintaining cash book, subsidiary cash book, pass book, minutes book The school is maintaining vouchers & UCs • There is no display board in the school • The school received the fund from DPC through e-transfer • During the current year the school received fund under different heads including civil grant of Rs. 3,48,000 during the year 2009-10 & 10-11 • As on 04.10.2010 the bank balance stands at Rs. 1,41,538 at Cuttack gramin bank • The school is also maintaining the salary register

Bagalpur CRC • The team also visited the CRC and checked books & accounting records • Cash book, vouchers & UC are available in the CRC • Bank balance as per cash book as well as passbook stands at Rs. 16,301.00 on 31.08.2010 • There has been no transaction from 31.08.2010 till the date of visit • A regular stock register is maintained and updated
