  2. DAP ComponentsDowntown Area Plan • PC reviewed May 2011 • Requested revisions to PC in September • DAP and Measure R provide the basis for Mixed Use-Downtown (MU-D) zoning

DAP ComponentsStreets & Open Space Improvement Plan (SOSIP) • Reviewed by several commissions • Provides the basis for an Impact Fee (SOSIF) • Fee not yet determined: Nexus Study, Financing Plan, & Development Feasibility Report for future review • MU-D zoning provides bridge for Impact Fee and open space in-lieu fee to implement SOSIP

DAP ComponentsParking & Transportation Demand Management • Report presented to TC & PC in May 2010 • Provides basis for including TDM requirements, including parking in-lieu fee, in MU-D zoning • TC reviewed draft zoning in May 2011 • Draft zoning to be presented to PC tonight • PTDM Programs to TC, Fall 2011

  5. MU-D Zoning District • Hybrid zoning language • Standard zoning: uses, development standards • Form-based Code: development standards based on location • Downtown Design Guidelines • July: LPC & DRC initial review • September: PC review

  6. MU-D Points of Interest • Public Serving Frontages • Thresholds for Existing Buildings • Downtown Arts District Overlay • Heights (Sub-Areas & Exceptional Heights) • SOSIP Impact Fee & In Lieu Fees • Green Buildings • Parking & TDM • Green Pathway (forthcoming in September)

Parking and Transportation Demand Management Provisions • Based on existing C-2 standards • Reduced minimum parking: from 1 per unit to 1 per 3 units • Implements Measure R and DAP • Car share spaces • Transit passes • Unbundled parking • New residents ineligible for parking permits • In-lieu fee for enhanced transit services

  8. Next Steps • July 20 – Take comments on draft MU-D language • September – Refined Zoning • Green Pathway • Design Guidelines • October – Public Hearing and Action
