  2. The San Diego County Operational Area Hazardous Materials Area Plan Developed pursuant to Health and safety Code, Division 20, Chapter 6.95, section 25503. Designed to integrate the operational activities of Emergency services Organizations and Hazardous Incident Response Team (HIRT) into the on-scene operational procedures for the local State or Federal agencies who have the primary responsibility for the emergency within the jurisdiction.

Pre-Emergency Planning • All cities within the county have a facility that is required to do a Risk Management Plan. • Facilities have Risk Management Programs in place, however very little coordination is conducted. • Coordination is needed with: • Local fire agency • Emergency responders • The community
