  2. Council Housing Council Houses were originally built in the 1920s and 1930s. They were built to help people who lived in crowded conditions in Inner City terraced houses. Council houses provide affordable rented accommodation for people who cannot afford to buy their own private home.

  5. Making Housing Affordable Many people who live on council estates are unemployed or have low incomes. To help people buy their own home, the government introduced a Right- to- Buy scheme. This enabled people to buy their homes at a low price and at a discount rate dependent on how long they had lived there.

  6. Challenges facing council estates and their inhabitants. The following slides highlight some of the issues that blight today’s council estates and the people who live on them.
