  27. AIRPORT JOINT USE AGREEMENTS AJUAS ARE SIMPLY LICENSES FOR U.S. AIRCRAFT TO UTILIZE AIRPORT FACILITIES. IF THE NATIONAL GUARD IS TO PROVIDE SERVICES TO THE AIRPORT, THOSE SERVICES SHOULD BE PROVIDED PURSUANT TO A COOPERATIVE AGREEMENT BETWEEN THE STATE AND THE AIRPORT AUTHORITY.
