  1. Challenges and opportunities with regard to the new youth policy • Transition of young people between education/training and employment • Development of links between NFE and FE sectors and labour market • Need for recognition of experiences and skill based approach of NFE within the labour market • Threat of loosing support for other needs of the youth due to too strong focus on achievement of competencies for employment (youth workers could become human resource developers)

Proposals how to answer to challenges • Research the labour market to identify the needs in order to structure the educational system both formal and non-formal • Support activities that not only develop personal skills of young people but also competencies, entrepreneurship and proactive behaviour – taking on responsibilities for the future • Create better links between educational and employment sector

Proposals how to answer to challenges • Develop European profiles and portfolios that would be recognized in every European country and would support better mobility (transfer of experiences between national and European level) • Assure the possibility of participation of all young people – creation of new and different jobs taking into account different skills and creativity of young people

  4. Implication of the document on YiA • Important to focus on the needs of young people rather than specific programmes – cross-sectoral approach is important and YiA should be present in it (develop cooperation with different partners) • in order to assure the presence of already developed tools and principles there is a need for better recognition of achievements of YiA and NFE • YiA has to become more inclusive – specificity of this programme
