Go Life MASP Douane: 1/07/2009 MASP.be: qu’est-ce que c’est? • Le MASP renvoie au Plan stratégique pluriannuel européen de DG TAXUD pour la réalisation de l’e-Douane • MASP.becouvre les exigences du MASP européen et a été complété par e-Accises et quelques projets nationaux dans un contexte belge • MASP.be est une extension/suite de la douane sans papier (PLDA) imposée par les directives européennes et nationales portant sur l’e-Douane & e-Accises • Lesdispositions légales, les spécifications ainsi que le planning et délaissont dictés par la Commission européenne Go Life MASP Accises: 01/04/2009 masp.be@minfin.fed.be

Nouveaux concepts (4/4) • Impact pour les EO • Situation actuelle: • Pas d’application • Changements • Enregistrement du numéro EORI : • Procédure sur papier pour les nouveaux enregistrements Pour les acteurs sur le marché avec numéro KBO => n° EORI = KBO (accord des KBO doit encore être donné) Pour les particuliers dans le registre national => n° EORI = RRN (accord du registre national doit encore être donné) • Dès le démarrage, les acteurs belges sur le marché qui sont déjà connus seront automatiquement enregistrés dans PLDA • Utilisation du n° EORI pour les applications douane (AEO, SAD, ECS, ICS, NCTS) masp.be@minfin.fed.be

Nieuwe concepten (1/2) • Scope ECS 2: • Commission Regulation (EC) No 1875/2006 of 18 December 2006), including the provisions of Annex 30A, describing the data elements to be processed. • Changes for trade: • Amendment of SAD export declaration with safety and security data elements • Time of presentation of the export declaration • Scope AES : • Unless human intervention is specifically required by national policy, AES will allow fully automated processing of: • process export (from declaration reception to release for export); • process exit (from presentation to exit of the goods); • finalise export operation. • Automated processing shall be granted mainly to Authorised Traders, if following strict conditions are met: • at Office of Export: • the declaration is formally valid and; • the declaration is submitted within the hours agreed for that purpose and; • the risk analysis does not propose to control the goods and / or documents and; • the verification of data indicates no problems and; • no duties and/or taxes have to be collected (which is normally the case in export). • at Office of Exit: • goods are presented at Exit within the agreed time limits for this purpose; • the risk analysis does not propose to control the consignment and; • the departure notification is received from the local authority at exit • finalise export operation: • the exit confirmation is received within the time limits agreed for this purpose and; • the control results of the exit confirmation are of type 'A' (satisfactory). masp.be@minfin.fed.be

Nouveaux concepts - NCTS/TIR (2) • Impact pour les EO • Faible impact • Quelques règles, conditions et codes additionnels dans la structure des messages • Document type = TIR • Type de garantie = B + mention du n° de carnet TIR dans la section ‘Autre référence de garantie’ • Le code ‘A3’ ne peut être utilisé en tant que code de résultat de contrôle • Au minimum le ‘Document type (box 44 = documents ajoutés)’ doit faire mention de la valeur ‘952’ + n° de référence = n° de carnet TIR • Déclarant TIN = ID du titulaire TIR masp.be@minfin.fed.be

Nieuwe concepten - NCTS/TIR SPEED (1) • Scope PILOOTPROJECT: TIR-transport begint in BE en eindigt in RU • Objectieven - RU toe te laten risicoanalyse uit te voeren voordat TIR-transport aankomt in RU - wachtrijen aan de grens met EU/RU te reduceren • Impact voor EO: geen masp.be@minfin.fed.be

Nouveaux concepts - SECURITE & PROTECTION (1) • Scope NCTS-NCTS TIR : à partir du 1er juillet 2009, les déclarants de NCTS et/ou NCTS-TIR pourront introduire leurs déclarations éléctroniques, y compris les données de sécurité et protection • Principes de base - Si le déclarant désire utiliser NCTS à des fins de sécurité et de protection, il devra introduire dans sa déclaration NCTS (IE15) la valeur ‘1’ pour l’attribut ‘Sécurité’ et les éléments complémentaires du supplément 30A - Dans le cas contraire : aucun changement n’est nécessaire dans la déclaration NCTS (IE15) – donc ni attribut ‘Sécurité’, ni éléments complémentaires ne doivent être mentionnés dans le supplément 30A masp.be@minfin.fed.be

IE104 na TC23 of info-uitwisseling → maximum 3 maanden • Invordering: • ALGEMENE REGELING: 7 maanden na verstrijken tijdslimiet aanbieden zendingen op bestemming • 8 maanden: overdracht van invorderingsbevoegdheid • 28 dagen na verzenden TC23 indien aangever onvoldoende of niet heeft geantwoord • Info niet-zuivering naar de borg: • Binnen 9 maanden na verstrijken tijdslimiet aanbieden zendingen op bestemming masp.be@minfin.fed.be
