  4. The Rationale for NETF and its Impact • There has been an urgent need to build in SSA countries wide consensus around difficult reforms needed. Capacity and partnership building needed to be given special attention. Also, the promotion of knowledge sharing among African countries, lessons from best practices, support of learning from successful reforms in other countries and the technical work necessary to address neglected EFA areas had proven to be critical in achieving the objectives of the UNSIA program and UNESCO’s mandate within the context of the Dakar 2000 recommendations. By being an important source of financing to meet these needs, the NETF was a major factor in helping countries start addressing policy issues which needed to be addressed effectively to create the conditions for educational development in SSA countries. • Armoogum Parsuramen, Director, UNESCO/BREDA
