  1. Human Rights Based Approach in Practice Implementation of HRBA in local development in Macedonia

Poverty in Macedonia • Unemployment is considered as main cause for poverty ( 34,7% in 2007), especially long-term unemployment; • Percentage of families living under poverty line in 2006 is 29,8% ( 30,9% in 2003); • Government of Republic of Macedonia is concentrated on fostering economic growth.

  3. MDG processes in Macedonia • MDG Base Line report ( July 2005), focus on assessment and conclusions. • Mid-term MDG report ( October 2008), focus on indicators. • Three projects for “MDG localization “ implementing at local and national level • MDG processes are very much linked with process of European Integration.

  4. Pilot “MDG project” Three pilot municipalities; Cooperation with BIM; Piloting HRBA in practice; Adaptation of RMAP tools in Macedonian context. New “MDG project” Four target municipalities; Joint intervention with BIM and SNV; Improving HRBA in practice; Linkages between pilot and new selected municipalities. Pilot “MDG project” Many criteria for selection Field visits in 2 Field visits in 2 municipalities; Considering to select municipalities from 3 different planning regions; Considering to select municipalities with different size and ethnic composition. New “MDG project” Shortened list of selection criteria ( main and additional criteria); Field visit in 7 municipalities, bordering pilot municipalities; Considering inter-municipal cooperation; Considering to select “neglected” municipalities.   6. Pilot “MDG project” Advisory Board ( 5 members) Local Leadership Group ( 20-25 members, public, business and civil society sector); Contact person in municipalities; Local trainers. New “MDG project” Project board ( 10 members, 3 different roles: Executive, Senior Supplier, Senior beneficiary). Local Leadership Group ( 20-25 members, NGO representatives are lacking). Local trainers are coordinated by ZELS (Association of Local Self Government Units). Tools for HRBAProject structure at local level

  7. Pilot “MDG project” BIM prepared Questionnaires for survey in household and local authorities. Household survey was conducted by local trainers and had “educational” elements. Base line study is focused on pure data and information. New “MDG project” BIM adjusted instruments to be effective in small and rural municipalities. Assessment of the situation in municipalities was conducted by four local trainers selected in competitive process. Base line study is descriptive. Tools for HRBABase line study

  8. Pilot “MDG project” Preparation of HRLF document – an important checklist of the main international and national HR legal obligations. Workshop with national stakeholders in order to identify gaps in implementation of HR legislative New “MDG project” HRLF document is using in the preparation of MDG local strategies for development in four targeted municipalities Findings, conclusions and recommendations form the workshop will be taken into consideration for MDG based strategic planning Tools for HRBANational and International Legal Framework

Pilot “MDG project” Training for LLG: 5 modules; Training in HR and gender ( BIM) conducted before the MDG planning sessions; Training delivered by local trainers guided and coached by project team and consultants; New “MDG project” Training for LLG: TNA in advance, 3 modules; Training in HR and gender (BIM) conducted simultaneously with UNDP trainings; Training completely delivered by local trainers, coordinated by ZELS. Pilot “MDG project” Strategic planning process facilitated by local exerts, through 3 workshops with LLG; Small survey conducted for cross checking strategic goals with citizens; Public discussion in each municipality; Strategic documents adopted by municipal councils; Action planning (SNV). New “MDG project” Strategic planning process facilitated by local experts, organized in one workshop with elements of knowledge and information sharing; Posters and board information will be used for cross checking with citizens; Public hearings in each municipality; Strategic documents will be adopted by municipal councils.
