  2. What has been done? • Local parties subcontracted: framework and guidance established by ETC • Environmental Impact Assessment: • PECC2 (government owned consultancy company) • Social Impact Assessment: • RCEE (ngo / private consultancy company) • Draft reports are available

  3. EIA • No major environmental issues • The environmental costs: • Low costs • Reforestation, recovery and protection of forest areas, • The costs to keep the areas along inter-commune road system during construction period clean

  4. SIA Ha Dung2 • no electricity, expected from HPP Krong Pa II • (free) kerosene and (free) fuel wood for lighting • Diesel engine for rice milling • Slash and burn agriculture • Very few productive activities Kon Lanh1 • grid connected since February 2004 • Free access • TV in “Rong House” • Rice cookers • Lighting at outside toilet • Permanent living • Very few productive activities

SIA Comparative research in 2 villages Expected impacts: • Consumptive use: lighting and tv (40% watch frequently) • Social conditions: schools and cultural house • Productive uses: few impacts, no investment capacity Households can afford neither connection nor fee Recommendations: • Stimulate productive activities (e.g. project for repair and maintenance workshop) • Financial support needed (both for access and for development of productive activities)

  6. Load forecast • Ha Dung • 20 Mwh, 10 kW • 47 Mwh (after 5 years) • All 9 villages: 95 kW

  7. What’s next? • Peer review: • SIA: ETC, GLPC, IED? • EIA: ETC, GLPC, IoE? • How to make sure that something will happen with the results? • Local presentation? • Funds for implementation?
