GLOBAL Knowledge economy and high integrated world economy Result: Increasing competition- in both higher education services and knowledge (innovation) production Increasing demand for higher education Result: “Quantity” and “quality” dilemma TURKEY Turkey: A more stable macroeconomic conditions, EU negotiations, young population, fiscal discipline, economic openness so more vulnerability and volatility, questioning technological change in production, local and regional economic development Result: A change for universities is a must, much more qualified labourforce, more cooperation with business world, collaboration for innovation, strengthening links with local environment Turbulence?

Rationale: Public Reform Efforts and its reflection on universities • Efficient supply of public services mix • Productivity in the utilization of public resources • Universities’ welcome abovementioned principles and tools • Public reform and strategic planning regarded as a road map and course line • Legislative regulations: Act no 5018 and 5436 in action: the Public Financial Management and Control Law (PFMC)

Experience of our university_SDÜ: • Empowering capacity for planning and policy design, • Developing an understanding of management that depends on medium and long term periods and also concrete targets • Focusing on performance and results • Realizing participatory decision making, transparency and accountability • What about problems?...

Encourgement (What we have at SDU) • A young university with a realitively young academic staff: ready for research, publication, education- DYNAMISIM • Determined and leadership: A SHARED VISION • So participation and involvement in and to the shared vision; that is to say a staff ready for TRANSFORMATION
