Who I represent? • Business and Professional Women (BPW) • Secretary General of Kaohsiung BPW • Non Governmental Organization (NGO) • Founded in 1930, Geneva, Switzerland • had Consultative Status with the United Nations through the Economic and Social Council (ECOSOC) since 1947 • 90 members around the world • http://www.bpw-international.org/ • develops the professional, leadership and business potential of women on all levels through advocacy, mentoring, networking, skill building and economic empowerment programs and projects around the world.

UN 54th CSW • Commission on the Status of Women (CSW) • is a functional commission of the United Nations Economic and Social Council (ECOSOC) • Consult 2100 NGOs • promoting higher standards of living, full employment, and economic and social progress; • identifying solutions to international economic, social and health problems; • facilitating international cultural and educational cooperation; and • encouraging universal respect for human rights and fundamental freedoms.

  4. Focus of 2010 CSW (1) 針對1995年第四次全球婦女大會於北京提出之十二項宣言暨行動綱領 (Beijing Declaration and Platform for Action)進行第15年檢視 (Beijing +15) (2) 推動各國政府簽署「消除對婦女一切歧視公約」(CEDAW Convention on the Elimination on All Form of Discrimination against Women)

  5. 4 Types of Activities (1) 為期兩日 (2/27-28)的非營利團體婦女地位委員會會議 (NGO-CSW) (2) 聯合國第五十四屆婦女地位委員會 (此會為期12天, 3/1-12 開會人僅參與 3/1-3/5日會議) (3) 非營利團體周邊會議 (NGO Parallel Events and Caucuses) (4) 當地台灣華僑及我國官方於紐約舉辦之周邊相關活動

  7. NGO-CSW Day 1 & 2 (2/27-28) • in Salvation Army center, not in United Nations

  8. Ms. Nica Ascoly 為 Clean Clothes Campaign (www.cleanclothes.org ) International Secretariat coordinator, 在用餐其間, 我們交換了服飾製造業在世界各地造成的人權問題, Ms. Ascoly 表示, 在荷蘭大部份的服飾工業都已外移到東歐或是中國等發展中國家, 在這些地方都發現有剝削弱勢婦女女工權益等問題, 該組織希望提升各國服飾製造業工作環境及保障員工權利.

  9. 2/28 一大早先由 Children’s Theater Workshop 開場, 來自世界各地及不同年紀的孩童演出一場保障女權短劇. 緊接著開始 Panel 3 – Voices from around the World: Regional Priorities and Action. 由六大區域代表 (Asia and the Pacific; Europe, Middle East and Arab Region, North America, Africa, Latin America/Caribbean) 輪流發言, 討論該區域女權問題. 亞洲與太平洋區由中國代表 Cai Yiping, Executive Director of Isis International 發言. 發言中並沒有特別提到台灣,

  10. UN CSW Day 1 • 3/1 CSW 開會第一天, 但因本人共花超過5小時在排隊為取得聯合國內部會議通行證, 第一天並無法參與開幕式及相關會議, 也無法趕上當天BPW International 在會外舉辦的周圍會議.

  11. CSW Day 2 • High-level plenary in General Assembly Hall各國政府代表輪流發言, 印象最深刻的為挪威一男性部長, 其發言強調挪威政府在婦權相關政策制定上主要是要提供婦女一個可平衡家庭與工作的社會, 過去十五年來, 因為政府成功的政策. 挪威方能維持不錯的生育率. 在此會議中, 許多非洲女性的代表發言也顯示非洲國家雖然是屬發展中且經濟仍屬弱勢的國家, 其女性參與決策權及單位政府高層官員的狀況比很多世界其它國家都還先進, 並且他們在聯合國都積極發言. 相對而言, 在此會議中, 不論是與會人或是發言人, 都顯少聽到亞洲的聲音.

CSW Day 2 • Inter-Parliamentary Union (IPU) 在 ECOSOC Chamber 舉行的 “The Role of Parliaments in Enforcing Gender Equality and Women’s Rights, 15 Years after Beijing”. • 此會集合各國政府及NGO代表檢視女性在政治參與的成效. 從此會本人也帶會幾本IPU 相關議題出版品, 如 “Is Parliament Open to Women? An Appraisal – Conference for Chairpersons and Members of Parliamentary Bodies Dealing with Gender Equality 28-29 September, 2009, Geneva; Equality in Politics: A Survey of Women and Men in Parliaments 2008; 兩張Women in Politics (Situation on 1 January, 2010) 大型海報. • 以2010年初數據來看, 目前世界平均18.8%的婦女參與國會, 以區域來看, 北歐婦女在國會占42.1%, 美洲約22%, 歐洲19.9% (不包括北歐), 亞洲 18.5%, 非洲 18.7%, 太平洋 5.3%, 阿拉伯國家 9.5%. 以單獨國家來看, 非洲的 Rwanda 擁有世界最高的婦女國會參與率 – 56% in lower house, 34.6% in upper house. 台灣在地圖上被歸為中國區域, 參與率約為21.3%

  13. CSW Day 3 • 晚上為CSW 酒會, 此次參與會議的代表聚集頒發些許長期對女權運動有貢獻的代表. 在此酒會, 本人結識來自美國北卡州的 Ms. Beth Dehghan (Founder of WomenNC.org, NC Committee for CEDAW/CSW http://twitter.com/WomenNC ) 及 Dr. Dan W. Figgins (WomenNC Board Member). 該組織致力於CEDAW在北卡州的資訊教育, 鼓勵年青學子寫信給其國會代表, 希望美國可以盡快通過CEDAW的簽署, 以讓女權運動在美國可有國際法律的保障. 此外, 該組織在過去15年內, 也每年帶一群女性大學生到紐約舉辦NGO會外會. 這樣的點子可以運用在未來台灣CSW代表團身上, 鼓勵年青學子 (女性與男性皆該被鼓勵) 不只認識這些議題, 並透過舉辦工作坊主動教育更多人.

  15. CSW Day 4 • 本人經由在會場認識的韓國代表 (Dr. Hyesook Lee, Director, Institute for Women’s Studies in gyeongsang National University, Republic of Korea. (http://nongae.gsnu.ac.kr/~hsl ) 邀請, 參與由韓國區域政府 (Gyeongsangnam-do Provincial Government, http://www.gsnd.net/ ) 及NGO舉辦的會外會議 “The Beijing Platform for Action and the Role of Local Government” • 討論地方政府在提昇女性權利的做法與挑戰. 韓國代表非常積極且主動的在會場主動邀請各國代表來參加此座談會, 不但一方面宣傳韓國地方政府在女權的特殊做為, 也邀請各國代表分享在各國的經驗. Gyeongnam 省份位於韓國半島東南方, 行政區包括十個城市, 10個縣及320區, 人口約150萬人, 失業率約2.4%. 該省政府與民間團體合作, 針對提昇婦女權利有一系列政策: (1) 2008年11月舉行女權國際會議 (2) 2009年3月在政府中設專門負責女權的單位 經費約10萬美金 (3) 2009 十月設女權特別委員會 (Special Committee on Women’s Human Rights of Gyeongnam), 有約20名成員, 2名當然成員為地方政府官員, 其它18位為指派代表, 包括 3名 Gyeongnam 省議會代表, 3位教授, 9位NGO代表, 2位記者, 1位司法代表. 每任兩年, 可連任一次.
