  7. Training Subcommittee • Examining its mission, role, and leadership, in consultation with the NRT Executive Secretariat • The next meeting will be announced once scheduled NEXT MEETING: TBD

  8. Science & Technology Committee Report-out • Participation in monthly meetings has been identified as an issue within the Committee. Committee membership is being revised and the Committee Chair will send invitations to individual agency representatives to participate on the Committee. • The NRT action proposal to develop guidance on daily monitoring and daily reports using SMART data will be submitted to the Exec Sec in August 2011. A Workgroup to accomplish this task has been formed and submitted a draft daily reporting form to Dana Tulis. • Working with GenWest and SRA to determine the feasibility of moving the Selection Guide under the NRT Website NEXT MEETING: August 17, 1:00 pm (EDT)

  9. Weapons of Mass Destruction Quick Reference Guides (QRGs): • Completed: • 7 chemical; submitting to NRT Members today for review • 7 Biological (Bacterial & Viral) to Exec Sec – August 2011 • Updating/Revising: • 17 Biological QRGs (12 viral, 4 bacterial & 2 toxin); Fall 2011 • Chemical Reference Document; Summer 2011 prior to Chemical QRGs going final. • Developing/New: Targeted for Fall 2011 completion • Methylisocyanate (MIC) • Chlorine Gas • Ricin • Proposed: Target not set • Influenza • Wastewater Treatment NEXT MEETING: August 1, 2011

  10. Executive Secretariat • Continue to strategically review NRT priorities & address workload concerns • Need to better manage NRT priorities/maintain manageable workload for members • In concert, consider re-charter of certain groups to align with NRT priorities (Training) • Proposed changes to NRT annual work cycle • Find ways to make product development & review more efficient/less bureaucratic • Maintain connection between NRT and RRTs

Executive Secretariat Report-out • NRT After Action Report for DWH • Workgroup met in early July & addressed comments from EPA OGC & USCG OGC • Draft AAR submitted to NRT Chair, NRT Vice Chair, and DOJ for comment • Timeline for next steps will depend on the extent of the comments NEXT MEETING: August 25 meeting date cancelled.

  12. Subsea Dispersant Subcommittee • Met with NRT leadership to resolve critical issues with the June 1 version of the Subsea Dispersant Monitoring and Assessment Interim Guidance (Draft) on July 21 • Held July 25 workshop to review outcomes of NRT leadership meeting and address open comments on the guidance • Outlined path forward for next iteration of the Draft Interim Guidance • July 29 – working meeting to revise June 1 draft interim guidance • August 1 – working draft to Core Group • August 10 – participation in workshop for Core Group concurrence • August 11 – submission to NRT Chair and Vice Chair, DOI, and DOC representatives • TBD – NRT releases interim guidance to RRTs NEXT MEETING: August 2011

IMO, ARCTIC Council & the Caribbean • International Maritime Organization Oil Pollution Response – Hazardous Noxious Substances Tech Working Group • 4-14 July: Guide lines for ISB, Dispersant , Spill Response in Ice and Snow, HNS lessons learned • Arctic Council and the Emergency Prevention, Preparedness and Response Tech Working Group • June: Arctic Council Task Force to draft Arctic Wide Preparedness and Response instrument; EPPR to develop ERMA, ISB Guidelines, Resource typing for Arctic Resources…17-21 October OSLO, Norway. • Preparedness and Response Planning related to drilling in the offshore Caribbean • NSS direction on multi-lateral engagement to improve preparedness • IMO request for US to support multi-lateral seminar in the November to aid Bahamas in developing National Prevention, Preparedness regimes and in planning for offshore operations.

  14. NRF/NCP Workgroup • The 3 Teams set up by the Workgroup continue work on developing language for the upcoming NRF revisions: • General NRF/NCP alignment, including high level official involvement (e.g., role of NRF and PFO for non-Stafford incidents) • Incident management issues, focusing on field level, including state/local representation • Public communications (e.g., role of ESF-15 in significant non-Stafford incidents)
