This document outlines the funding allocations and challenges related to the Emadlangeni Bulk Water Supply Scheme and various wastewater treatment projects for the financial years 2012/2013 and 2013/2014. Notably, the Emadlangeni project received R15.6 million for completion this financial year, while several refurbishment projects for wastewater treatment plants and borehole installations were also allocated funds. However, significant under-spending and delays in contractor appointments have affected project execution. Knowledge-sharing workshops for stakeholders are encouraged to improve project outcomes.

RBIG PROJECTS • Only 1 RBIG Project called Emadlangeni Bulk Water Supply Scheme • Previous year’s allocation was R37 600 000 • This year’s allocation (2012/2013) is R15 600 000 • No allocations beyond 2012/2013 as the project is supposed to be complete this financial year
ACIP PROJECTS • Refurbishment of Utrecht ponds. R550 000 allocated in 2012/2013 • Refurbishment of Tweediedale Wastewater Treatment Plant. R1 120 000 allocated for 2013/2014

CHALLENGES • On the RBIG project, the DM is under-spending by R12,049 million (R15,6 million budget less R3,551 million expenditure) and has declared that it won’t be able to spend this amount by the end of the financial year • On the ACIP project, expenditure is also not good due to late appointment of a contractor. Of the R550 000 allocation, only R220 509 has been spent.
SOFT ISSUES – KNOWLEDGE SHARING • Councillor workshops on water related issues • Officials workshops • Amakhosi workshops
