  3. S5525c – 8/1/2012: Authorized Use of National Cooperative Contracts Details: Subdivision 16 added to General Municipal Law (GML) Section 103 (Ch. 308, L. 2012). Amended GML 103 to authorize use of national cooperative purchasing contracts for local governments and school districts in New York. S3766a -- 11/13/2013: Clarified Intent of Original Legislation Details: Amended Subdivision 16 of General Municipal Law (GML) Section 103. This bill gives political subdivisions the option of using contracts awarded based on “best value,” as an alternative to using contracts awarded to the “lowest responsible bidder.” Cooperative Purchasing Authorized in New York

Use of Cooperative Contracts • Guidance from Office of Comptroller Services November 2013 • Three prerequisites must be met in order to use co-op contract: • Contract must be let by public agency; extends to other states • 2. Contract must be made available for use by other governmental entities within RFP 3. Contract must be let in manner that constitutes competitive bidding per NY State law (GML 103) • TCPN Contracts meet all three prerequisites.

TCPN New York: Trusted Resource • Goal:$100M in TCPN Contract Sales in 2016 • Strategy--Three-pronged approach: • Brand Recognition and Familiarity • Agency Outreach and Education: Due Diligence Support • Vendor Training and Support • Early Success Signs: • 70 new TCPN registrations in NY since legislation • Several “lighthouse agencies” have adopted a TCPN contract

Brand Recognition: Marketing Plan • Focused marketing and brand awareness strategy • Press release with news of legislation passing • Identified 4250 Key Contacts in New York • 7 part direct mail and email campaign • Co-branded marketing developed with some TCPN Vendors • Have template developed to facilitate co-branded piece, contact if interested! Brand Recognition: Association Partnerships • Major presence at all key purchasing association trade shows • TCPN encourages vendors to reserve booth near us. • Contact Mike Grade for information about any of the conferences. • Advertising Partnerships in association publications • NY ASBO Webinar Series • Partnered with Paul Brennan (Rockland County) and Pam Pedler (Office Depot) on Webinar Series to educate NY ASBO members on benefits of utilizing cooperative agreements

Agency Outreach: TCPN Sales Calls • TCPN presence in market: Roughly 2 weeks each month • Meet with key agencies to promote TCPN and open doors for TCPN vendor partners. • Key Markets: • Long Island, Hudson River Valley, Buffalo, Rochester, Syracuse, Albany • Lighthouse Agencies: Rockland County, Onondaga County, Albany County, Eastern and Western Suffolk BOCES, Buffalo City Schools, Wayne Finger Lakes BOCES, Rochester City Schools Please encourage New York counterparts to reach out to Mike Grade to partner on sales calls in market!
