  3. Why? • Mayor’s swearing in remarks: • Objective is to be a green economy • Need green economic plan • Particular help from RPU • Become the model solar city for Southern California • Council and Board Objectives • Seizing our Destiny • Difficult economic times • RPU can help!

Economic Recovery • Freeze electric rates through 2012 • Provides predictable rates to residents • Provide rate certainty to existing and future business customers • Allows recovery and provides local jobs • Continue to support low income customers through SHARE (400% increase) • Water Efficiency and Conservation components

Environmental Responsibility • Work on AB – 32 efforts to reduce GHG • Continue with goals of • 33% renewables by 2020 • 1% energy efficiency load reduction each year through 2020 • Advocacy against ineffective and uneconomic aspects of regulations • Start Construction of Recycled Water Project Phase 1 by 2012 • Eventually 33% increase in water resources\ • Utilize innovative water storage programs • Recognition of water-wise landscaping on website

  6. Promote the Green Energy Premium • Voluntary program • 2 cents per kWh • Recognize our Green Partners • Publish all participants on GreenRiverside.com • Customer authorization • Separate lists of businesses and residential customers

E-HELP • Energy - Home Efficiency Loan Program • Brings low-cost energy efficiency financing to all homeowners • Summer start date • Provide Green Jobs through local hires: • City functions - loan processing, clerical support and field verification staff • Private sector - “green” vendors and contractors

  9. E-HELP Promotion • Strong marketing starting in fall 2010 • SOLAR SALE! • Increase residential solar rebate to $4.00/watt (33% increase) through 2012 • Double the rebates of surrounding utilities • Up to $16,000 per household, up to 75% of cost • Budget up to $2,000,000 per year for rebates

  10. Local Large Scale PV • Tequesquite ready for bid in fall • Construction during winter 2010-11 • Local 1 MW solar project • Provides Green Jobs • Start phase 2 of an additional megawatt in 2012 • Create program to sell “shares” or “limited customer ownership” of this project to customers

  11. Whole House Rebate Program Stress award winning Whole House Program • Permanent green homes One stop rebates for multiple energy efficiency measures Includes water conservation measures Rebates can increase to 350% or $7,000 cap National recognition from DOE Secretary Chu

Energy Efficiency - Insulation • Extend the Triple Rebate Insulation program through 2012 with $1 million annual budget • Half of housing stock built before insulation required • Highest cost-benefit for energy efficiency • Work with The Gas Company to create a vendor rebate “direct pay” • Homeowners no longer pay first and receive rebate • Immediately free for low-income homeowners • Set a goal of R30 insulation for every home in Riverside

Economic Development • Effort only through Electric Utility • Increase promotion of RPU Economic Development Rate (especially with hi-tech, green jobs and green manufacturing) • Continue working with existing customers for business retention and expansion through targeted rates programs • Target local unemployed for vacant positions • Increase internships for succession planning

RPU Green Jobs & Economic Development • Add a position in the Utility supporting Economic Development • Create an RPU Business Advocate position to work with businesses facing challenges • Add two Account Reps to focus on Green job related activities and sustainability • Add two positions for E-HELP Loan Processing • Add another Account Rep. in Water to meet conservation goals and reduce bills

Smart Grid • Convert all meters to Smart Meters by 2012 • Green Jobs • Utilize data collection capabilities • Reduce carbon footprint - significant vehicle trip reductions by remote meter reading, remote turn-ons, turn-offs, and re-reads • Significantly improved outage management • Initial focus on smart meter technology for large Industrial TOU customers • Future ITO to assist develop program

  16. 10,000 Visits • Visit every business customer in Riverside - 2010 through 2012 • Provide businesses with free programs: • Lighting retrofit • Programmable thermostat • Vending machine miser • Appliance energy usage monitor • Sprinkler heads as appropriate

Web Development • Significantly improve RPU websites • Enhance RiversidePublicUtilities.com portal • Emphasize GreenRiverside.com and BlueRiverside.com • Focus initial page on high customer interest programs and information • Educate visitors on the City of Riverside’s Green commitment • Significantly promote all money and energy savings programs

  18. Paperless Billing • Improve customer ease of use • No utility bill snail mailed • Automated only • Exact presentation of paper bill • Dynamic Billing capability • 5,000 customers already enrolled • Green and saves “green!”

National Promotion • Promote the City of Riverside nationally • Promote programs nationwide to encourage economic development awareness • Submit to all trade publications for awareness campaign • Submit to Community and Public Interest publications • State and national award program submittals • Promote Riverside as a solar city • Promote Recycled Water effectiveness • Continue to develop new and innovative programs to benefit Riverside, our customers and the environment
