Res New SF Energy Star Homes Measure Overview • Current Category: UES Measure • Current Status: Under Review • Current Sunset Date: March 2014 • Reason for Update/Review: Measure recommendation memo suggested these measures be placed under review. Update to new Pro Cost template, update to SEEM94 and update documentation. • Baseline Type: Current Practice

  3. ID & MT Energy Star Specs • ID and MT programs build on the national spec to include: • DHW improvements and retain • PTCS heat pump commissioning, • duct testing, and • NW heat pump HSPF.

  4. ID & MT Ductless Heat Pump Technical Compliance Option (DHP TCO) and Building Option Package (BOP2) Energy Star Specs

Measure Workbook Update Summary • Developed New Construction Baseline SEEM workbook. • Ensures consistency across all SF new construction measures. • All simulations updated to SEEM 94 from SEEM 92 • Updated calibration data used, Phase I and Phase II adjustments made. • Latest ProCost template used for this measure workbook. • Updated electric and domestic hot water calculations • Matches latest RTF workbook for residential DHW tanks workbook. • Costs updated from $69 to $ 92 for electric water heater • Ventilation calculations done via SEEM • Ventilation savings remain unchanged. • Ceiling and floor insulation upgrade cost updated using the Standard Information Workbook.

Measure Workbook Update Summary • DHP Calibration factors not yet finalized. • Based on input from calibration team, DHP calibration adjustments numbers are an average of Zonal and Gas calibration adjustment factors • Updated LPD for baseline and efficient case to account for EISA standards. • Each case is defined by the percentage of high efficiency lamps. • While developing CFL and LED workbooks, staff found that new lighting standards would decrease whole house LPD by 16%. • Staff conducted back of the envelope calculations • Staff to update residential lighting savings using RBSA SF dataset.

  7. New CFL Savings Numbers • Baseline requires 50 % efficient lighting • Energy Star home requires 80% efficient lighting. • DHP TCO requires 90 % efficient lighting • No incremental cost for CFL as EISA compliant and CFL are comparable in cost.

  8. Items for RTF Discussion • Change in Savings • Updating to SEEM 94 and calibration adjustments decrease heating savings by at least 20 % in all cases. • This decrease in savings is larger for gas, and HP heated homes based on calibration.

Summary of Changes • Energy Savings have reduced for all HZ and CZ iterations of this measure. • Updated package costs are approximately $ 500 lower to existing package costs. • Energy Star homes are cost effective for electric HVAC system in all climate zone. For gas HVAC, Energy Star homes are cost effective in three HZ, CZ combinations only.

  10. RTF Proposed Motion: I _________ move that the RTF approve the Energy Star New Construction Single Family ID & MT UES (E2ergy Star Homes, DHP TCO, BOP2) measures to “Proven” category with “Active” status with a sunset date of December, 2015

Washington Residential New Construction Measures • Baseline workbook presented by Ecotope in December. • Different paths/ options to meet code in WA. • Aprrox. 40 prototypes. • Ecotope performed ~ 3500 SEEM Runs • Staff propose to pick likely scenarios from list of scenarios simulated by Ecotope. • Staff will prepare Energy Star options for each scenario. • Staff will consult Northwest Energy Star, Ecotope consulting to develop these scenarios • WA residential new construction measures will be presented to the RTF in April. • Oregon residential new construction measures will be presented to the RTF in April. • No Change in methodology; SEEM update
