  1. FT14 Funding Rules Changes to Note Research Management Forum Tuesday 17 September 2013 Contact: Kerrie Jackson

  2. Dates • Proposals Open – 2 October 2013 • Eligibility Exemption Request - Mid October • Request Not to Assess – Mid November • Proposals Close – Late November - Early December 2013 • Rejoinders – Late February 2014 • Announcement - June 2014

  3. Selection Criteria • The following new selection criteria has been added: Is it likely that the Future Fellowship Candidate will transition to a continuing position within the Administering Organisation at the end of the Future Fellowship? • The definition of Research Environment has been expanded Research Environment means the laboratory, department, school, centre or institute within an Administering Organisation or Host Organisation where research will be undertaken, and which provides opportunities for knowledge growth, innovation, collaboration, mentoring and student training.

  4. Budget Items • The limit for travel costs has been increased from $50,000 to $100,000. • Travel costs include economy travel for domestic and/or international travel and accommodation (excluding relocation costs). These are now subject to the ARC Rules/Agreements and not ANU policy. • Travel costs related to carrying out field research Fieldwork are supported separately and are not counted towards the $100,000 limit

  5. Budget Items • Fieldwork must be essential to the project, and includes technical and logistical support for the Future Fellowship Candidate only • A new definition for Fieldwork has been provided: Fieldwork means the collection of information integral to the project outside of a laboratory, library or workplace setting and often in a location external to the researcher’s normal place of employment.

  6. Budget Items • Publication and dissemination of Project outputs and outreach activity costs are no longer funded at 2% of ARC funding for the project. This must now be included as a budget item. • Web hosting and development may now be funded by the ARC. Previously the Administrative Organisation had to provide this • Hosting of seminars, conferences and other similar activities are not allowed

  7. Eligibility • Date of PhD Award: 1 March 1999 and 1 March 2009 • PhD is a qualification that meets the level 10 criteria of the Australian Qualifications Framework Second Edition January 2013 • FT14 eligibility overlaps with DE14 Eligibility. There is nothing in the Funding Rules to prevent a DE14 applicant from submitting an FT14 application even if the announcement has not yet been made (verbal advice from the ARC).

  8. AQF level 10 criteria

  9. Eligibility • At the closing time of submission of Proposals, a Future Fellowship Candidate who holds an ARC Fellowship may apply for a Future Fellowship only within the final twelve months of her/his fellowship. • ARC Fellowships such as APD, ARF and QEII much comply with this clause. This has been confirmed by the ARC. • “A fellowship is considered to be funded for the years set out in the Funding Agreement” has been removed. This means that it is vital that the amended end date in ARIES is correct and has been updated to reflect any variations.

  10. Eligibility • DORAs and DECRAs are not considered Fellowships under these Funding Rules, they are ‘Awards’. • Researchers holding a DECRA or DORA that are due for completion in December 2014 or early 2015 are eligible to apply. • Please note the ARC generally does not allow the deferral of the commencement of an ARC Fellowship beyond 12 months after the funding commencement date. A DECRA or DORA must be completed with all funding fully expended before a candidate could take up a Future Fellowship.

  11. Other • In FT13 there was a 12 month limit on the amount of time that a Future Fellow can spend at a combination of Host Organisations that are not Eligible Organisations AND fieldwork. • Fieldwork has been removed from this clause which may mean thatthat this is now governed by clause 7.1.7 which states “The Future Fellow must conduct research for a minimum of 24 months of the Future Fellowship at the Administering Organisation.” We are currently seeking further clarification.

  12. Submission • Limited the number of Requests Not to Assess that can be submitted per proposal without the DVC’s signature to three • Requests for withdrawals will only be approved in exceptional circumstances.

  13. Postaward • Added requirement that all proposals and projects must comply with the ARC Open Access Policy on the dissemination of research findings • New ethics guidelines: • NHMRC Values and Ethics - Guidelines for Ethical Conduct in Aboriginal and Torres Strait Islander Health Research (2003); • AIATSIS Guidelines for Ethical Research in Australian Indigenous Studies (2011)
