Puerto Rico • During the war, the US military controlled the island. • In 1900, military rule ended (Foraker Act), but the president of the United States got to decide PR’s governor and members of the upper house of its legislature. • 1917: US grants PRs citizenship.
The start of another war… in the Philippines • Filipinos were under the impression that they would be independent after the war. • When they found out the US gained control they were furious. • Led by Emilio Aguinaldo, the Filipinos revolted starting the Philippine-American War.

At war’s end… Statistics: • Time spent fighting: 3 years • Filipino causalities: 20,000 • American causalities: 4,000 • Cost: $400 million (20 times the price the US paid for the islands) • In the Philippines: • Set up a government similar to Puerto Rico (President chooses governor, governor then choose people for upper legislature) • Would not gain full independence until 1946.
How did Americans feel? • "... we have debauched America's honor and blackened her face before the world. . . And as for a flag for the Philippine Province, it is easily managed. We can have a special one - our States do it: we can have just our usual flag, with the white stripes painted black and the stars replaced by the skull and cross-bones.“ Mark Twain
